Role Responsibilities

The Alberta Aids to Daily Living (AADL) program supports more than 128,000 Albertans each year by providing access to medically necessary equipment and supplies that help individuals maintain independence and quality of life. Reporting to the Director, Supplementary Benefits, the Manager, Program Benefits provides strategic leadership, operational oversight, and people leadership for a multidisciplinary clinical team responsible for AADL program benefits and policy development. 

In this role, you will lead the planning, implementation, and continuous improvement of program benefits while ensuring alignment with ministry priorities and client needs. You will work collaboratively with internal and external stakeholders, including health system partners, Alberta Blue Cross, vendors, authorizers, and policy experts to support effective and sustainable program delivery. 

Key responsibilities include:
•    Providing leadership and direction to clinical consultants and policy staff to support coordination across benefit areas.
•    Leading strategic planning and operational initiatives that support program effectiveness and sustainability.
•    Overseeing policy development, benefit modernization efforts, and program implementation activities.
•    Managing issues, action requests, briefing materials, and stakeholder inquiries.
•    Leading complex projects and change initiatives that support program priorities.
•    Building strong relationships with stakeholders to enhance service delivery and achieve program outcomes.
•    Supporting quality improvement, risk management, and operational excellence across program areas.

Qualifications

University graduation in a field related to the position assignment, supplemented by four years related experience.

Equivalency: Diploma related to the position assignment and six (6) years of related experience. 

Requirements:
•    Significant leadership experience managing teams in a complex health service, policy, operational, or program environment.
•    Experience building and maintaining effective relationships with stakeholders across government, health system partners, service providers, and external organizations. 
•    Strong strategic planning, project management, and change management skills, with experience leading operational improvements and complex initiatives.
•    Demonstrated ability to analyze complex issues, develop practical solutions, and make sound, evidence-informed decisions.
•    Excellent communication, facilitation, and negotiation skills, with the ability to navigate sensitive issues and competing priorities.
•    Strong people leadership skills, including coaching, mentoring, performance excellence, and fostering collaborative, high-performing teams.

Assets:
•    Knowledge of the Alberta Health system and publicly funded health programs.
•    Experience with health benefits administration, health policy, or program operations.
•    Knowledge of the Alberta Aids to Daily Living (AADL) program and related stakeholders.
•    Experience working with large-scale service delivery programs, contracts, vendors, or third-party service providers.

Notes

Hours of work are 8:15 AM to 4:30 PM, Monday to Friday.

This is a full-time permanent position working 36.25 hours per week in downtown Edmonton.
