Manager, Access and Privacy - Role Responsibilities

Key Responsibilities:

 

Privacy and Access to Leadership

  • Provide expert interpretation and application of the HIA Acts.Lead the processing of access to information requests across the department and affiliated organizations.
  • Develop and oversee privacy policies, compliance strategies, and training.
  • Conduct and facilitate Privacy Impact Assessments (PIAs) and internal reviews.
  • Investigate and manage privacy breaches and compliance concerns.
  • Maintain expert knowledge of ATIA, POPA and HIA acts to process access requests and apply disclosure exemptions appropriately.Privacy and Access Leadership

 

Records and Information Management

  • Establish best practices for records management to support timely and compliant access.
  • Guide internal alignment on information practices across departments and related ministries

 

Team Leadership

  • Manage a small team of professionals in privacy and records management.
  • Provide coaching, mentorship, and performance management.
  • Align team activities with ministry goals and government frameworks.

Manager, Privacy Audit - Role Responsibilities

Key Responsibilities:

 

Privacy Legislation and Compliance Oversight

  • Interpret and apply HIA legislation to ensure compliance in data handling across ALSS.
  • Guide departments and affiliated agencies in evaluating privacy risks and conducting internal audits and reviews.
  • Develop policies and criteria for auditing and compliance monitoring related to personal and health information.
  • Collaborate with privacy leads across health and technology sectors to advance best practices and consistency in audit approaches.
  • Maintain expert knowledge of ATIA, POPA and HIA acts to process access requests and apply disclosure exemptions appropriately.

 

Audit, Risk Management, and Continuous Improvement

  • Lead internal audits of data collection, use, storage, access, and disclosure to ensure alignment with legislation and internal policy.
  • Conduct privacy risk assessments and recommend mitigation strategies for current and new programs.
  • Report audit results to executive leadership and regulatory bodies, including the Office of the Information and Privacy Commissioner (OIPC).
  • Contribute to the development of Privacy Impact Assessments (PIAs), Information Management Agreements, and breach response strategies.

  • Manage, coach, and mentor a high-performing privacy and records team, fostering a culture of accountability, innovation, and continuous learning.
  • Oversee recruitment, performance reviews, resource planning, and workload alignment within the team.
  • Ensure all team operations are aligned with ministry frameworks, goals, and service excellence standards.

 

Strategic and Branch Leadership Support

Qualifications

A university graduation in a field related to the position assignment (Public Administration), supplemented by four (4) years related experience in information access and protection of privacy. Related experience or education may be considered as an equivalency on a one for one basis.

Required:

  • Specialization or certification in information access and protection of privacy (e.g., IAPP Certificate)
  • Knowledge of the provincial assisted living and social services sectors.
  • Expert knowledge of Alberta privacy legislation (ATIA, POPA, and HIA in particular), records managementsystems and GOA privacy policies.
  • Expert knowledge and experience with researching, analyzing, interpreting and applying legislation.
  • Knowledge and experience with developing privacy impact assessments.
  • Experience in advising and leading without positional authority and mediating/negotiating to ensure consensus and mutually acceptable next steps.
  • Ability to effectively facilitate and coordinate work groups, present information to groups, and monitor outcomes.
  • Sound knowledge and experience in managing projects with the potential for significant impacts.
  • Strong proficiency with Microsoft 365, particularly with SharePoint and Enterprise Content Management.
