Treasury Board and Finance (TBF) is responsible for the budget development, planning and reporting, economic analysis, financial management and the administration of tax and revenue programs. The ministry provides policy and regulatory oversight of the financial, securities, insurance and pensions sectors. TBF also oversees compensation and other labour relations matters related to public sector collective bargaining and non-union compensation.

Reporting to the Director, Policy, Legislation and Governance, the Manager, Policy, Legislation and Governance is a key leader within the Legislative Projects Unit in Treasury Board and Finance (TBF). This role is designed to provide expert legislative and policy planning, development, and review services to the ministry. You will manage the legislative agenda, review policies under development, including Cabinet reports, and oversee the governance of public agencies. Working in a dynamic, multi-stakeholder environment, you will collaborate extensively with GOA partners in TBF and other ministries, , public agencies and senior leadership to ensure timely, effective decision-making and to support the ministry’s strategic direction.
In this role, you will coordinate the legislative agenda by overseeing the planning, development, and review of key legislative instruments to align with ministry objectives. You’ll lead the review of policies and provide strategic advice to enhance their effectiveness, while directing the implementation of governance best practices for public agencies. Additionally, you will collaborate with internal and external stakeholders including legal and executive teams to ensure smooth decision-making, proactively identify and resolve challenges, and offer strategic insights that support the Government of Alberta’s overall goals.

In order to shepherd legislative projects through the approval process(es), the incumbent is required to anticipate questions and to explain the nuance and rationale of the legislative mechanism that has been selected. Where there are linkages to other GOA ministries, the Manager, Policy, Legislation and Governance connects with staff from those ministries to understand their perspectives, and to factor those perspectives into the legislative approach.
Creative Problem Solving - Asks deep, probing questions in order to understand policy intent, and ensure that the legislative mechanism aligns with the policy and implementation. Works directly with different programs areas and teams across Ministries to address legislative issues. Researches and analyzes the approaches used in other jurisdictions to identify and adopt best practices.

Qualifications
A university degree in Social Sciences, Business Law, or a related discipline is required; a master’s degree is considered an asset. Proven experience in government, political, or legislative environments with a solid understanding of legislation impacting the Ministry and related regulations.
An in-depth knowledge of GOA’s legislative process including the roles of Legislative Counsel, Executive Council, and Cabinet Committees as well as an understanding of governance frameworks and ABC mandates.

This position is a permanent, full-time position working 36.25 hours per week, Monday to Friday.
Location
4th Floor, Terrace Building, Edmonton.
Candidates with lesser qualifications may be considered at a lower classification and salary. This competition may be used to fill future roles at the same or lower classifications.
