The Ministry of Agriculture and Irrigation is responsible for the policies, legislation, regulations, programs, and services that enable Alberta’s agriculture and food sectors to flourish and contribute to Alberta’s economic recovery and growth. The Trade, Investment and Food Safety Division expands and diversifies Alberta’s food and bio-product manufacturing sector in local and global markets while also providing effective food safety assurance systems.

The Export and Investment Branch focuses on attracting investment to Alberta’s agri-processing sectors and expanding export opportunities for Alberta’s businesses. The Branch also designs and delivers Sustainable Canadian Agricultural Partnership funding programs related to growth and value-added development and provides performance measurement and program evaluation services for the Division.

The Export Development and Industry Grants Section is responsible for export development, including oversight of in-market agriculture activities through Alberta International Offices, delivery of grant programs under the Sustainable Canadian Agricultural Partnership to support Alberta’s value-added sector, and delivery of the Agri-processing Investment Tax Credit.

Role Responsibilities

We are looking for an effective team leader with strong knowledge and experience in program development and delivery.

Reporting to Director of Export Development and Industry Grants, this position manages the development and administration of programs to support economic growth and job creation within Alberta’s value-added agriculture sector. This includes programs such as the Alberta Agri-Processing Investment Tax Credit program and the Sustainable Canadian Agricultural Partnership’s Emerging Opportunities program.

The Manager is responsible for overseeing program operations, including application review, stakeholder outreach, issues resolution and program reporting and evaluation. This position prepares the recommendations for approval by the Minister or assigned designate. The Manager also provides timely, accurate analysis and recommendations to inform policy decisions, based on a thorough understanding or risk and impacts.

The responsibilities of Manager, Investment Programs are:

  • Manage the detailed development and continuous improvement of the Agri-Processing Investment Tax Credit and Sustainable CAP Emerging Opportunities programs in line with strategic priorities and direction, providing analysis and recommendations to inform program and policy decisions.
  • Maintain internal and external stakeholder relationships to enhance awareness of the programs and enable relevant linkages.
  • Manage the ongoing operations of the funding programs to reach intended goals and performance measures.
  • Provide leadership, direction and support to the Investment Programs team that includes program advisors, specialists and coordinators. 


This position requires an effective leader with high level of knowledge on program planning and management, approaches to evaluation and performance measurement and/or accountability frameworks and conflict resolution strategies.

Qualifications

The minimum requirement is a University Degree preferably in Business, Economics, Public Administration, or related, plus a minimum of four (4) years of progressively related work experience is required.

Equivalencies maybe considered - directly related education or experience considered on the basis of:  

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education.


Preference will be given to those with knowledge and experience related to tax credit and/or grant program development or delivery.

Assets:

  • Good understanding of taxation and accounting principles and concepts.
  • Good understanding of financial, venture and capital investments. 
  • Knowledge and understanding of legislative and government decision making process.
  • Knowledge of the value-added processing agriculture sector.
  • Program planning and management.
  • Approaches related to evaluation and performance measurement and/or accountability frameworks.
  • Conflict resolution strategies and approaches.

Position Information:

  • Office located in Edmonton, J.G.O’Donoghue Building (7000-113 Street).
  • Hours of Work: 36.25 hours per week (permanent full time).
  • Monday to Friday (08:15 am-16:30 pm).
  • Managers are expected to work the hours needed to fulfill their responsibilities (evening and weekend work is sometimes required).
