Role Responsibilities
Reporting to the Director, Financial Reporting and Operations, the Manager Financial Reporting and Operations leads the unit responsible for ministry financial reporting and operations, ensuring all ministry-wide finance activities are delivered in accordance with relevant policies and processes. The Manager is responsible for ensuring the Ministry is provided with expert consulting services on financial reporting and operations matters; preparation of quarterly and annual financial statements; preparation of financial reports required to monitor revenue and expenditure status for decision making purposes; ensuring financial systems contain internal financial controls adequate to meet compliance audit requirements and support program area business functions. The position liaises with the Office of the Auditor General (OAG) and Treasury Board on matters of accounting policy and compliance with Government of Alberta financial statement requirements.
Responsibilities include:
- The position will lead the management of the Ministry's financial framework (including the Department and Mental Health and Addiction reporting entities, including policies, processes and robust internal controls
- Ensure that all policies, processes and internal controls remain current to any changes to GoA legislation/policy and Generally Accepted Accounting Principles (GAAP)
- Oversee financial operations and compliance in accordance with GoA and ministry specific policies and processes
- Oversee direct reports in completion of daily, monthly and quarterly accounting activities including account/sub-ledger reconciliations and operational journal entries
- Lead the Financial Reporting and Operations team in alignment with Ministry priorities and develop/maintain a positive work environment
- Provide support and the necessary tools and information to staff to allow them to perform their duties in an efficient and effective manner
- Lead the development of Ministry financial reports within established timelines and standards
- Review draft financial information to be approved by executive leadership for inclusion in the annual report and submission to the Office of the Auditor General

Qualifications
Required:
- A University graduation in a field related to the position assignment, supplemented by four (4) years related experience. Related experience or education may be considered as an equivalency on a one for one basis
- Professional accounting designation (CPA) is required
Assets:
- Extensive knowledge and understanding of related legislation, audit requirements, policy and regulations including the Financial Administration Act, Sustainable Fiscal Planning and Reporting Act, Manual of Financial Management and Treasury Board Directives
- Proven ability to apply knowledge of the Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAS) and the Government's financial policies and controls to financial activities, often using professional judgment in their interpretation
- Extensive and in-depth knowledge of all 1GX modules, including S4 Hanna and BPC, Excel, Word, Access, PowerPoint and government-specific software, such as ARTS
- Strong teamwork, leadership and interpersonal skills for establishing effective relationships and working cooperatively with others to achieve results
- Supervisory experience
