Role Responsibilities

 

Reporting to the Director of Financial Planning, this position provides leadership and direction to professional and technical staff with responsibility for strategic support and advice to the Ministry to ensure financial practices are consistent with the Financial Administration Act, the Sustainable Fiscal Planning and Reporting Act, and government financial and accounting policies.

 

The position directly supports ministry financial accountability, planning and management decision making through effective coordination of quarterly and annual reporting, as well as a broad range of strategic financial services. The incumbent is responsible for the preparation of the Ministry's revenue and expense budgets and financial targets in support of the Ministry Business Plan, and for the provision of high-quality financial reports, executive briefing materials, quarterly revenue and expense forecasts and monthly cash flow forecasts submission to Treasury Board and Finance, as well as internal forecast for discussion at the Executive Team.

 

 

Responsibilities include:

  • Provide leadership and direction for the preparation of submissions for new or revised initiatives to Cabinet Policy Committee and Treasury Board.
  • Provide direction for the preparation of briefing materials, with input from Directors and Assistant Deputy Ministers, to provide useful information for the Minister's presentations to Cabinet Policy Committee, Treasury Board and Committee of Supply.
  • Resolve issues with budget targets and briefing materials with Alberta Finance and Treasury Board officials.
  • Provide direction for the coordination and consolidation of quarterly Ministry forecasts and monthly cash flow forecasts for submission to Treasury Board and Finance, ensuring they provide accurate and timely information.
  • Ensure Supplementary Estimates, Orders in Council and Treasury Board Minutes are prepared as required.
  • Provide leadership and mentorship to financial planning staff and ensure consistent understanding of job functions and expectations.
  • Manage operations of the financial planning unit in accordance with the Financial Administration Act to manage and control financial resources.

Qualifications

 

Required:

  • A University graduation in Business with a focus in Accounting or Finance supplemented by 5 years related experience.
  • Related experience or education may be considered as an equivalency on a one for one basis.

 

 

Assets:

  • Working knowledge of government 1GX, One Stream accounting software or similar systems as well as various software packages (spreadsheet, word processing and database applications).
  • Government legislation, policies and procedures (including the FAA, Public Sector Accounting Standards and the Manual of Financial Management as well as department-specific financial and operational policies and procedures.
  • Professional accounting designation - Chartered Professional Accountant (CPA).
  • Government-wide financial reporting requirements.
  • Government 1GX/BPC accounting software as well as various software packages (spreadsheet, word processing, database applications).
  • Relationship building and interpersonal skills.
  • Leadership and supervision of staff.

Notes

 

Hours of Work – 36.25 hours per week (full time), Monday to Friday.

 

Term of Employment – Full time.

 

Location – Telus House At ATB Place (Edmonton).

 

Note: Candidates may be considered on a secondment basis, subject to approval from their home position/department. There may be an opportunity for the appointment to be extended beyond the initial term.
