Role Responsibilities
Justice is seeking a collaborative and service-oriented leader to join Financial Services as Manager, Financial Planning. This position offers an opportunity to support the ministry’s financial stewardship, planning, and decision-making. Reporting to the Director of Financial Planning within the Financial Services Division, the Manager provides strategic leadership and oversees key financial services functions, including monitoring and analysis, planning, budgeting, forecasting and internal financial analysis.
The successful candidate will lead budget officers, oversee budgeting and forecast activities, and provide financial advice to assigned portfolios, including divisions and projects. The position also advises the Director of Financial Planning, the Executive Director of Financial Services, Senior Financial Officer, and the Executive Team on financial and strategic planning and management matters.
Responsibilities include:
- Lead the Ministry’s internal financial forecasting process and provide monthly reporting to the Executive Team to support informed decision-making, including reviewing divisional forecast submissions for completeness, accuracy and reasonableness.
- Direct the allocation of approved divisional budget across programs and expenditure categories, working collaboratively with divisional branches to promote equitable distribution and alignment with strategic priorities.
- Ensure divisional financial and operational resource requirements are identified, managed, and used efficiently and effectively, including the development, monitoring and oversight of operating and capital budgets.
- Provide financial and operational planning advice, analysis, and support for major projects and strategic initiatives.
- Prepare and present monthly and quarterly capital spending reports to the Executive Team and Treasury Board.
- Prepare and deliver quarterly revenue update to the Executive Team and Treasury Board.
- Oversee daily financial planning activities to ensure effective service delivery and alignment with organizational objectives.
- Manage team workload, establish priorities and proactively address operational issues to maintain productivity, service quality and continuity of work.
- Provide coaching, mentoring, and cross-training opportunities to strengthen team capacity and support employee development.

Qualifications
Required:
- A University graduation in Business with a focus in Accounting or Finance supplemented by 5 years related experience.
- Related experience or education may be considered as an equivalency on a one for one basis.
Assets:
- Professional accounting designation - Chartered Professional Accountant (CPA) is an asset.
- Working knowledge of government 1GX, One Stream accounting software or similar systems as well as various software packages (spreadsheet, word processing and database applications).
- Experience in coordinating projects or programs, including consultation and working in teams.
- Comprehensive knowledge of management principles, especially related to human resources, financial planning, information technology and communications.
- Extensive knowledge of government legislation, policies and procedures (including the Financial Administration Act, Sustainable Fiscal Planning and Reporting, Public Sector Accounting Standards etc.) as well as department-specific financial and operational policies and procedures. In-depth knowledge of generally accepted accounting principles.
- Considerable breadth and in-depth knowledge of the GoA planning and reporting processes, the business planning and fiscal frameworks and human resources best practices.
