Assisted Living and Social Services (ALSS) provides supports for seniors, families, and communities, and helps Albertans access disability services, continuing care, financial supports, affordable housing, services for the homeless, and other social-based programs. Role Responsibilities

Reporting to the Director, Financial Planning – the Manager, Financial Planning is responsible for overseeing the delivery of budget management and fiscal analysis services provided by the financial planning team. In this role, the Manager, Financial Planning will be responsible for:

  • Overseeing the development of the ministry’s three-year fiscal plan and preparation of the ministry’s multi-billion-dollar annual budget.
  • Overseeing the development of the ministry’s committee of supply briefing binder.
  • Preparation of quarterly fiscal updates to Treasury Board Committee as required by the Fiscal Planning and Transparency Act.
  • Managing financial data tracked in the Government of Alberta’s Financial Account Tracking System (FATS).
  • Preparing and reviewing briefing notes, presentations, and other materials for Treasury Board Committee and Committee of Supply.
  • Analyzing divisional budget materials for accuracy and budget alignment.
  • Providing timely and accurate financial analysis and recommendations to senior leadership, including the Executive Director, Executive Team, Minister, and Treasury Board.
  • Providing leadership and direction to the senior budget analysts including training, coaching, and competency development.
  • Collaborating with divisions and other partners to support financial planning processes.
  • Actively participate in cross‑ministry Government of Alberta financial planning initiatives (e.g. OneStream implementation).

Key responsibilities include:

  • Providing support and advice to the Director, Financial Planning on annual funding requirements and budget pressures.
  • Leading, coaching, and developing staff on resolution of issues, ensuring service excellence is accomplished.
  • Monitoring and analyzing department forecasts on a regular basis to identify risks, concerns, and/or funding deficiencies.

Qualifications

Required:

  • A University graduation in Business with a focus in Accounting or Finance supplemented by four years related experience.
  • Related experience or education may be considered as an equivalency on a one for one basis.
     

Assets:

  • Professional accounting designation - Chartered Professional Accountant (CPA) is an asset.
  • Extensive knowledge and experience in budgeting, financial administration, financial forecasting, costing theories, techniques and processes, including the preparation of complex financial reports.
  • Experience coordinating projects or programs and collaborating in a team environment.
  • Comprehensive knowledge of management principles, especially related to human resources, financial planning, information technology and communications.
  • Previous supervisory experience preferred.

Hours of Work: 36.25 hours per week, Monday – Friday.
