The Financial Institutions Policy branch is responsible for helping to promote the safety and soundness of Alberta's financial services industry and supporting innovation in financial institutions and the financial services markets. The branch is responsible for policy and legislative oversight for ATB Financial, Alberta credit unions and Alberta-incorporated trust companies. In addition, the Financial Institutions Policy branch houses the Government of Alberta’s Financial Services Concierge and Regulatory Sandbox. The branch also provides support to the Financial Institutions Regulatory team in their ongoing regulation and prudential supervision of ATB Financial and Alberta-incorporated trust companies.

Role Responsibilities

Step into a leadership role that shapes the future of Alberta’s financial services landscape. As the Manager, Financial Institutions Policy, you will drive innovative policy, legislative, and regulatory frameworks that protect consumers, encourage fair competition, and support economic diversification across our province.
 

The Manager, Financial Institutions Policy is a pivotal role within the Financial Institutions Policy branch, where you will provide expert policy advice on matters related to Alberta-based financial institutions. Reporting to senior leadership and supporting the Deputy Superintendent, you will lead key working groups—namely the Financial Services Concierge and the Regulatory Sandbox—while overseeing all regulatory reporting for registered entities. This role plays a central part in promoting the safety and soundness of Alberta’s financial services industry, supporting innovation, and ensuring that policies reflect a balanced approach to innovation, risk management, and consumer protection.
 

In this dynamic position, you will provide strategic direction and expert policy advice on financial institution, financial technology and financial service issues by analyzing and recommending legislative and regulatory frameworks. You will lead the working groups for the Financial Services Concierge and the Financial Innovation Act’s Regulatory Sandbox, where your efforts will enable financial and financial technology firms to innovate and grow in Alberta. Your responsibilities include managing regulatory reporting processes for registered entities, supervising a Policy Advisor, and ensuring that all policy initiatives support a safe, sound, and competitive financial services sector. You will consult and engage with a diverse range of stakeholders—including other ministries, crown corporations, and industry leaders—to drive policy changes and draft legislative amendments. Additionally, you will oversee operational tasks such as regulatory reporting, market conduct calls, and record management, ensuring that the branch meets its strategic objectives. Your role will also involve addressing emergent issues by leveraging expert analysis, legal interpretations, and cross-jurisdictional insights, thus ensuring that Alberta remains at the forefront of innovation in financial services.

Qualifications

A university degree in a related field such as finance, economics, public policy, law, or a similar discipline, supplemented by a minimum of 4 years of progressively responsible experience, directly or indirectly related to policy analysis or similar roles within financial institutions, financial services, or regulatory agencies. A strong understanding of financial management frameworks, as well as familiarity with the digital economy, including open banking, digital finance, and digital assets is essential.
 

The following would be considered as assets:
 

  • Extensive experience in conducting policy analysis and advising on legislative, regulatory, and policy frameworks in the financial services sector.
  • Strong analytical, organizational, and interpersonal skills, with the proven ability to balance and prioritize multiple concurrent activities amid shifting priorities.
  • A demonstrated track record in building collaborative relationships with external parties, internal stakeholders, and financial market participants.
  • The ability to negotiate and influence decision-making effectively, coupled with excellent written and verbal communication skills.
  • Experience in legislative, policy, and regulatory development, which will be a distinct asset in guiding complex initiatives and driving consensus among diverse groups.
     

Equivalencies may be considered:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education
