Within the Consumer, Registry, and Strategic Services Division of Service Alberta and Red Tape Reduction, the Consumer Services Branch is responsible for keeping the marketplace safe and consumers and businesses informed of their rights and responsibilities. To achieve this, Consumer Services develops, administers and enforces fair trading and consumer protection legislation, condominium legislation, licenses businesses, and registers charitable organizations, and cemeteries.
Role Responsibilities
Are you ready to lead transformative stakeholder engagement that shapes Alberta’s policy landscape? Reporting to the Director, Strategic Policy and Engagement within the Consumer Services Branch at Service Alberta and Red Tape Reduction, the Manager, Engagement and Education will drive meaningful connections and strategic outreach within the Strategic Policy and Engagement Unit.
The Manager will be responsible for developing and executing the full spectrum of external stakeholder engagement strategies that support policy and legislative initiatives, including strategic engagement plans, collaboration across branches, coordinating internal efforts, and managing external stakeholder activities aligned with government priorities. Key responsibilities will include leading, planning, and executing core functions of the role, including stakeholder engagement, strategic development, operational oversight, and collaboration across teams to support organizational goals.
Consumer education will be a priority, and the Manager is responsible to identify new and innovative methods of delivery that utilize new and emerging digital technologies, including Artificial Intelligence (AI). This will help inform consumers about rights, responsibilities and protections under consumer protection legislation. The Manager will plan and implement outreach activities and events to educate Albertans on consumer education issues and to identify and support vulnerable/marginalized groups who would benefit most from consumer education regarding the rights and protections available to them.
In addition, the Manager will be responsible for overseeing the administration of Service Alberta and Red Tape Reduction appeal board processes. These include ensuring that appeal panels are established according to legislated timelines, preparing documentation for Deputy Minister approval, reviewing honorarium expense claims for accuracy and policy compliance, and leading the recruitment process to ensure a roster of pre-qualified individuals to serve as chair or panel members.
The successful candidate will demonstrate:
- Knowledge of Consumer Services legislation and regulations.
- Knowledge and experience with adult education methodologies.
- Knowledge and experience of emerging areas of technologies, including the development of strategies with respect to AI.
- Experience with effective stakeholder engagement approaches and strategies.
- Awareness of policy development approaches within a government context.

Qualifications
University degree in (Public Administration, Business and or Political Science etc.) and supplemented by a minimum of four (4) years in related experience (Consumer Services legislation and regulations, stakeholder engagement and strategies, and facilitation, emerging technologies including Artificial Intelligence (AI), etc.).
Equivalencies may be considered:
Diploma and a minimum of six (6) year’s related experience, Certificate and a minimum of seven (7) years related experience. No post secondary education and a minimum of eight (8) years related experience.
Required:
- Applicants must include a detailed cover letter explaining how their experience aligns with the qualifications; applications submitted without one will not be accepted.
- Experience developing and applying stakeholder engagement strategies.
- Experience creating outreach materials and leading public education efforts.
- Experience collaborating with diverse stakeholders to design and implement impactful engagement strategies.
- Experience in supervision/management of staff. (formal/informal)
Assets:
- Experience coordinating arms-length boards and overseeing appeal board procedures.
- Experience developing adult education and outreach materials for diverse audiences.
- Strong knowledge and practical experience of Consumer Services legislation and regulations.
- Strong knowledge and experience of emerging technologies, with a focus on developing strategic approaches to artificial intelligence (AI).
- Experience and awareness of strategic policy development methodologies and practices.
Candidates with lesser qualifications may be considered at a lower classification and salary.

Hours of work: Monday – Friday, 8:15 am - 4:30 pm (36.25/week).
