Apprenticeship Delivery Support Services (ADSS) supports Alberta’s apprenticeship and skilled trades system by helping ensure consistent, high-quality service delivery across the province. As part of the Skilled Trades and Partnerships Division within the Ministry of Advanced Education, ADSS works closely with employers, apprentices, training providers, and industry partners to support the administration and continuous improvement of apprenticeship programs.

Role Responsibilities

The Government of Alberta is seeking a Manager, Edmonton Region to provide strategic and operational leadership within Apprenticeship Delivery Support Services (ADSS). Reporting to the Associate Regional Director, this role is accountable for the effective delivery of apprenticeship and skilled trades services across the Edmonton Region.

This position plays a key leadership role in ensuring consistent, high-quality client service, strong operational oversight, and compliance with legislation and policy, while supporting employers, apprentices, industry partners, service delivery teams, and other stakeholders. This is a exciting opportunity to drive modernization and process improvements to revolutionize Apprenticeship and Industry Training service delivery.

This position functions within the parameters of applicable government and Ministry legislation, regulations, policies, directives and procedures. All work performed is guided by the Government of Alberta's core values of respect, integrity, accountability and excellence.

As the Manager, Edmonton Region, you will:

  • Lead and oversee apprenticeship Delivery Services operations within the Edmonton Region, ensuring consistent and effective client service.
  • Provide leadership in workforce planning, performance management, budgeting, and financial oversight.
  • Ensure regional operations comply with the Skilled Trades and Apprenticeship Education Act, regulations, policies, and procedures.
  • Support the development and Implementation of provincial strategies, operational plans, and continuous improvement initiatives.
  • Lead staff in modernizing service delivery through strong change management.
  • Analyze trends, performance data, and service outcomes to identify risks, gaps, and improvement opportunities.
  • Build strong working relationships with multiple stakeholder groups to foster bilateral communication and maintain awareness of stakeholder needs and improvement opportunities.
  • Lead, coach, and support staff through change while fostering an inclusive, respectful, and high-performing workplace.
  • Provide strategic advice and recommendations to senior leadership on operations and emerging issues.
  • Provide a productive and safe work environment through the promotion of the GOA OH&S model, staff development and mentorship, and health wellness practices.

Qualifications

A recognized trade certificate and/or University degree (Business, Adult Education, Management Development Program) plus four years related experience. Related experience or education may be considered as an equivalency on a one for one basis.

Required:

  • Significant experience in operations management, service delivery and transformation, or program administration.
  • Demonstrated leadership experience, including supervising teams in a complex, client-focused environment.
  • Excellent communication, problem-solving, and decision-making skills.


Assets:

  • Proven ability to manage and motivate a team
  • Trade certificate would consider an asset  
  • Excellent project management skills
  • Experience in Change management
  • Knowledge in Skilled Trades and Apprenticeship Education Act, regulations, Board Orders and program policy
  • Superior communication and interpersonal skills
  • Strong analytical and problem-solving abilities
  • Experience in implementing policies and procedures
  • Proficiency in using office software
  • Strong knowledge of public-sector policy, legislation, and governance frameworks
