Role Responsibilities
As part of the Policy, Planning and Legislative Services Branch, the Manager of Contracts & Legislative Services provides contract and legislative support and project management to the following ministries:
- Arts, Culture and Status of Women
- Tourism and Sport (through a shared service agreement)
In addition to leading the provision of contract reviews, legislative support, , the position supports Red Tape Reduction and agency/board/commission work. This involves managing projects and providing expert technical advice for both ministries. In addition, the position provides legal and legislative research and interpretation for two primary purposes:
- To provide Department officials and program areas with the services, documents, knowledge and advice they need to administer the Department’s programs; and
- To develop legislation that will assist the Department fulfill its mandate.
The Manager is the primary liaison between the departments and Alberta Justice with respect to legal issues.
The Manager interacts daily with program area staff, including senior management, to coordinate contract and legislative work, provide advice, and complete briefing packages. The position also interacts regularly with other Alberta government departments to satisfy input requests, obtain information, and advance ministry priorities.
Regular duties of the position involve, but are not limited to, the following tasks:
- Coordinating the review of contracts, agreements and grant templates and providing expertise and advice to program areas.
- Coordinating requests for legal advice and opinions from program areas and department officials relating to the administration of Ministry programs.
- Providing leadership and expertise to ensure that program areas and other government Ministries and external stakeholders understand and comply with ministry legislation.
- Leading the Ministry's participation in the Red-Tape Reduction initiative to reduce unnecessary administrative burden.
- Interacting daily with program area colleagues, senior leaders, financial services, and agencies for the purposes of providing advice and information as requested, and facilitating legal reviews.
- Interacting with Alberta Justice and Service Alberta and Red Tape Reduction as needed to obtain legal opinions, reviews and advice related to regulatory requirements, respectively.
- Interacting with other government departments as needed to support cross-ministry initiatives.
The Manager uses their expertise and advice in the coordination and management of the delivery of legal reviews, analysis and advice services to Ministry staff. This includes analyzing and/or developing high risk and/or non-standard contracts and agreements.

Qualifications
Requirements
- University graduation in a field related to the position assignment (Law, Public Administration, etc.) supplemented by four years of related experience; or equivalent as described below.
Assets
- A law degree and admittance to the Alberta Bar is desirable but not required.
- Knowledge of administrative law, contract law and legal principles.
- Knowledge of government policies and practices relevant to grants and financial issues.
Equivalency
Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education

This is a permanent full-time position.
Hours of work are: 36.25 hours weekly.
Days of work are Monday to Friday.
