Role Responsibilities

Reporting to the Director of Driver and Carrier Compliance, the Manager of Compliance is responsible for the  implementation and delivery of the National Safety Code (NSC) Standards and other federal and provincial legislation related to commercial carriers and other regulated entities so as to enhance traffic safety including commercial truck and bus carriers. This is accomplished by providing comprehensive, investigative, educational, enforcement and administrative law solutions within a team-oriented workforce of Carrier Compliance staff.  For maximum effectiveness, this position engages in resolution of client/stakeholder conflicts, ensures effective processes are in place to meet legislative requirements, and ensures effective program delivery. 

The ability to effectively communicate with clients, vendors, and stakeholders in making decisions is crucial to the effectiveness of the programs, our ability to meet our National Safety Code obligations, and contributes to the continued safety of Alberta roadways.

 

The Manager must work closely with the Compliance team, ensuring that legal processes are followed in all circumstances, while deciding and weighing the impacts of disciplinary actions against the economic and viable operations of regulated entities. The Manager must constantly consider public safety, regulations, policies, procedures, and the NSC standards, while assisting in the promotion and alignment of all commercial carriers and other regulated entities in Alberta with that of the other jurisdictions across Canada.
 
Working within Branch and Section policies, procedures, guidelines and related legislation, this position must support positive relationships and effective delivery and adherence to legislation. Disputes from clients, stakeholders, citizens, partner agencies, and elected officials all need to be considered, assessed and addressed with situational, political and departmental acumen.

Qualifications

Requiment: 

 

  • University graduation in a related field (Public Administration, Law, Business Management, Enforcement) supplemented by four years of relevant experience or equivalent qualifications.
  • The incumbent must be eligible to hold a Peace Office designation in Alberta.
  • Proven management or supervisory experience, including team coordination.
  • Excellent communication skills (written, verbal, and presentation).
  • Experience in management, including recruitment, staff development, and performance management.
  • Expertise in program planning and familiarity with departmental goals, policies, and procedures.
  • Strong mediation and conflict resolution skills for addressing customer complaints, along with excellent leadership and coaching abilities.
  • Excellent customer service and relationship-building skills.
  • Class 5 Driver’s License.


Equivalency:

 

Directly related education or experience will be considered based on:
 

  • 1 year of education for 1 year of experience, or
  • 1 year of experience for 1 year of education.

 

Assets:

 

  • Regulatory enforcement experience (e.g., Police Officer, Peace Officer, Motor Transport Officer, Transportation Investigator, or Transportation Inspector).
  • Successful progression in responsibilities and accountabilities.
  • Knowledge and experience meeting and collaborating with diverse stakeholders, committees, advisory groups and senior representatives to develop and implement change management initiatives.
  • Mediation, negotiation and conflict resolution skills, including the ability to promote innovation.
  • Strategic prioritization and management of issues with a commitment to Alberta Public Service values.
  • Research and analytical skills related to management strategies and legislation; adept at conflict resolution.
  • Ability to work effectively in a team environment and manage projects efficiently.
  • Strong analytical, conceptual, time management, and organizational skills.
  • Strong understanding and interpretive skills of related legislation, including the Traffic Safety Act and related policies and the Freedom of Information and Protection of Privacy Act (FOIP).
  • Knowledge of human resource and financial management policies, union agreements, and Alberta Government services.
