Role Responsibilities

Alberta Education, with technical input from Alberta Infrastructure, reviews submissions from school boards for new building and building renovation projects to determine priorities for capital funding decisions as part of the Alberta Government's capital plan.  In addition to developing the provincial school capital plan, Alberta Education develops policies and procedures for the effective planning  of the school facilities capital program, the Capital Maintenance and Renewal (IMR) program, and the Plant Operations and Maintenance (PO&M) program.
 

Reporting to the Director Strategic Implementation, the position plans and manages assigned strategic initiatives and mandate projects within existing capital planning and project management frameworks and processes (e.g., pilot programs, bringing novel, one-of-a-kind, or exploratory concepts into operations). Based on the specific needs of the project, the Manager will provide technical subject-matter or program expertise to facilitate the conceptualization and framing of the project and then leads its implementation. As needed, the Manager guides the transition of the project to the other Sector Branches for ongoing operations.
 

The Manager role is responsible for the performance of the following tasks:
 

  • Consult on project development and implementation scope (e.g. stakeholder and design meetings) for assigned projects.
  • Prepare and deliver presentations, briefing notes, and other materials to support project approvals, updates and implementation.
  • Manage the recruitment of project teams and stakeholder networks, including the procurement of additional contracted sources and consultants as needed.
  • Lead the development of policy options and recommendations (e.g., feasibility of strategies including cost-effectiveness, opportunities for standardization to support the effective and efficient use of GoA resources) related to the project scope, providing program and/or technical expertise to inform decision-making about the specific nature of the project.
  • Lead Education’s input and coordination with Infrastructure’s public-private partnership (P3) procurement and other alternative financing opportunities. Accountable for briefing senior leadership on progress, status, risk and stakeholder impacts of alternate project and financing opportunities.
  • Monitor outcomes throughout project team/consultant assignments, ensuring that the scope is adhered to, and that the quality of deliverables provides value to the clients and to the GoA.
  • Engage change management strategies to foster innovative thinking and adaptability to new approaches and strategies.
  • Works in cross-functional teams with representatives of other ministries, clients and stakeholders, including staff involved in business planning processes.
  • Prepare comprehensive, accurate and well-written action request responses, correspondence, reports and financial analysis.
  • Provide advice and recommendations relating to issues, opportunities and challenges associated with the school facilities capital, IMR program and projects as they pertain to the assigned school jurisdictions.
  • Develops and maintains effective working relationships with clients and stakeholders in the assigned school jurisdictions.
  • Ensures perspectives and requirements of clients and stakeholders in the assigned school jurisdictions are presented during strategic and tactical decision-making processes.

Qualifications

University graduation in a field related to the position assignment (Business, Commerce, Operations Management, Financial/Capital Planning etc.) supplemented by four years progressively responsible experience.
 

Related experience or education may be considered as an equivalency on a one for one basis depending on the statutory or unique requirements of the position, specific qualifications may apply.
 

Required:
 

  • Experience managing cross functional teams consisting of both direct and indirect reports.
  • Experience in the management of projects and program development initiatives.
  • Experience with capital planning priorities and processes is an asset.
  • Experience with public-private partnership (P3) project delivery, alternative funding strategies and procurement polices are considered an asset.
     

Assets:
 

  • 6 years of relatable experience preferred.
  • Good Understanding Ministry business plan goals, strategic priorities, issues, programs, resources and capital planning priorities;
  • Knowledge of the provincial education system (Kindergarten to Grade 12);
  • Experienced in planning, implementation and reporting activities required of school boards in relation to provision of school facilities;
  • Experience handling all major functions related to the interpretation and application of school facilities capital funding policies, procedures, standards, and guidelines to provide leadership to school boards in preparing capital submissions to the Minister.
  • Knowledge and experience in project planning and management processes and project management skills for projects with multiple stakeholders and tight timeframes.
  • Breadth and depth of knowledge of applicable legislation, regulations, Ministerial Orders, policies, and guidelines (e.g. School Act; Closure of Schools Regulation; Capital Borrowing Regulation; Disposition of Property Regulation; Municipal Government Act; Memorandum of Understanding with Alberta Infrastructure; School Capital Manual; Provincial Capital Plan; Freedom of Information and Protection of Privacy Act),Knowledge and experience of design, construction and facility evaluation concepts, principles and terminology.
  • Excellent understanding of the political environment within which the Ministry operates and government decision-making processes.
