Role Responsibilities
About the Role
Are you an experienced capital planner or asset manager with a strategic mindset and a passion for supporting affordable housing? We are seeking a dynamic and collaborative Manager, Capital Planning and Asset Management to lead the development, evaluation, and implementation of Alberta’s affordable housing capital investment strategies and real estate portfolio planning.
In this pivotal role, you will manage a team responsible for reviewing housing provider capital project proposals, leading real estate strategy development, and overseeing the lifecycle of Alberta Social Housing Corporation (ASHC) assets. Your work will directly influence the Government of Alberta’s annual Capital Plan and long-term infrastructure investment through alignment with the Government of Alberta Capital Planning Process, the 20-Year Strategic Capital Plan, and Alberta’s Strategic Plan.
Key Responsibilities
- Lead the review, evaluation, and prioritization of capital project submissions from housing providers to support the annual affordable housing Capital Plan.
- Manage the delivery and continuous improvement of asset management and real estate strategies in accordance with the Asset Management Framework and Real Property Governance Act.
- Develop and implement real estate acquisition, disposition, and leasing processes for the ASHC property portfolio.
- Guide research, data analysis, and environmental scanning to inform evidence-based decision-making.
- Prepare briefings, reports, and decision-making materials for senior leadership, Treasury Board, and the Minister.
- Foster effective working relationships with internal and external partners, including Infrastructure, municipalities, and housing management bodies.
- Supervise and support a team of professionals; build team capacity, support professional development, and promote a collaborative and innovative work culture

Qualifications
Requirements:
A university degree in business, public administration, urban planning, real estate, or a related field plus 4 years of progressively responsible related experience. Equivalent education and experience will be considered.
Equivalency:
Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education
- E.g., a 2-year diploma and 6 years of related experience, a 1-year certificate and 7 years of related experience, or 8 years of experience.
Assets:
- Extensive experience in capital planning, asset management, infrastructure program delivery, or government housing initiatives.
- Demonstrated knowledge of infrastructure funding processes, public sector planning, and government policy frameworks.
- Strong analytical, problem-solving, and decision-making skills.
- Experience in team leadership and performance management.
- Familiarity with SharePoint, real estate systems, and housing asset databases (e.g., HOME) is an asset.
