The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.
The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities

As the Manager, Business Operational Supports with the Alberta Emergency Management Agency, you’ll drive modernization, guide organizational change, and strengthen the systems that help Albertans rebuild after disaster. Key Role Responsibilities
• Manage the development and implementation of Branch quality management systems, tools, and Operational Standards
• Manage the development, implementation, and maintenance of a Branch Training Framework.
• Manage priority continuous improvement and transformation efforts across the Branch.
• Lead in the development and implementation of the Branch's IT modernization plans and oversee maintenance and upkeep of existing Branch systems.
• Manage the development of the Branch's strategic and operational plans and initiatives and provides advice to inform the direction forward.
• Lead a team to be high functioning, with motivated and engaged staff working toward achieving common business goals.
• Support the Director, Provincial Recovery Coordination, in leading the Unit operations in line with AEMA, department and GoA policies and priorities and programs.

Qualifications
Required: University degree in Business Management, Computer Science, Public Policy/Administration or related, PLUS 4 years related experience or equivalent as described
Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education
For Example:
Related 1 year certificate PLUS a minimum 7 years of experience
Related 2-year diploma PLUS a minimum 6 years of experience
Related minimum 8 years of experience
Successful candidate MUST also have:
• A minimum of two years of supervisory experience
• Diverse experience in a complex and multi-disciplined organization, in the areas of planning, performance management, project management and business analysis
• Knowledge of Project Management methodologies, standards and techniques
• Strong understanding of systems development life cycle (SDLC) and IT project management methodologies.
• Knowledge of IT governance, security, and compliance frameworks
• Knowledge of quality management and continuous improvement principles and best practices
Assets:
• Project Management Professional (PMP), or actively working toward certification
• Knowledge of emergency management frameworks (Canada and Alberta), the Disaster Assistance Directives (DAD) and the federal Disaster Financial Assistance Arrangements (DFAA)
• Knowledge of the government financial policies, standards and processes, including budget management is an asset.
• Experience with organizational development
• Experience developing or leading organizational quality management or continuous improvement systems
