Role Responsibilities

Reporting to the Manager, Program Development and Delivery, the Licensing and Project Lead is responsible for leading licensing and exemption operations under the Mental Health Services Protection Act (MHSPA). The role operates in a complex regulatory environment and supports program integrity, regulatory compliance, and continuous improvement.

Key accountabilities include:

  • Leading the administration of licensing processes, including initial, renewal, amended, and conditional licences, ensuring consistency and legislative compliance. 
  • Managing the exemption request lifecycle, including intake, tracking, analysis, documentation, and preparation of materials to support decision-making. 
  • Providing functional leadership and oversight to Processors, including workflow direction, quality assurance, workload monitoring, and support for complex files. 
  • Implementing and maintaining policies, procedures, templates, and operational frameworks to support licensing and exemption processes. 
  • Developing and maintaining public-facing licensing content, including updating website information and ensuring content is accurate, accessible, and aligned with legislation. 
  • Leading and supporting project management related to regulatory updates, operational improvements, and workflow redesign, including planning, risk identification, and reporting.

Qualifications

University degree in Public Administration, Mental Health, Health Sciences or related field with a minimum of four (4) years of progressively responsible experience related to the role; or equivalent as described below.

Equivalency: Directly related education or experience may be considered on the basis of 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Required Experience: 

  • Experience in regulatory programs, licensing, compliance oversight, or public policy functions. 
  • Experience interpreting and applying legislation, regulations, or standards to complex operational or regulatory issues. 
  • Experience providing functional leadership, including overseeing workflows, quality assurance, and supporting staff or team operations. 
  • Experience leading or contributing to projects, including planning, coordination, risk identification, and delivery of program or operational improvements.

Assets: 

  • Knowledge of the Mental Health Services Protection Act (MHSPA), related regulations, and regulatory best practices. 
  • Experience designing workflows, templates, or operational frameworks to support program delivery. 
  • Strong written communication skills, including the ability to develop plain-language content for public-facing materials. 
  • Proficiency with office tools and records/file management practices (e.g., Word, Excel, SharePoint).

  • 36.25 hours per week (full-time) Monday to Friday
