The Public Service Commission provides human resource services to the Government of Alberta. Within the Leadership and Talent Management Branch, we help build leadership capacity across the Alberta Public Service, with a focus on executive and senior leadership development. We are strengthening our leadership development function to design, modernize, and deliver enterprise strategies, frameworks, and flagship programs that support leadership capability, readiness, and long-term public service capacity.
Role Responsibilities

Leadership capacity is essential to a strong, responsive public service. The Leadership and Talent Management Branch is strengthening its corporate approach to leadership development. We design and deliver strategies, frameworks, programs, tools, and learning experiences that support current and future leaders at key points in their development.
As a Leadership Development and Strategy Consultant, you will help translate workforce priorities, leadership frameworks, talent insights, and evidence into scalable, implementation-ready solutions. Your work will connect leadership development with talent management, performance, succession, and workforce planning priorities across government.
What You’ll Do:
As a member of this team, you will:
- Design, develop, and modernize leadership development strategies, frameworks, programs, learning resources, and supporting tools.
- Lead projects from concept through approval, design, implementation, evaluation, and continuous improvement.
- Use workforce, talent, assessment, program, and environmental scan data to identify leadership gaps and emerging development needs.
- Prepare briefing notes, presentations, reports, business cases, and recommendations to support senior leader decision-making.
- Plan and lead stakeholder engagement activities, including consultations, working groups, focus groups, and project meetings.
- Partner with senior leaders, HR portfolio teams, Talent Management, Executive Search, vendors, and corporate services partners.
- Develop communications, launch materials, project and implementation plans, and change supports to encourage awareness, adoption, and participation.
- Monitor progress, manage risks and issues, track deliverables, and coordinate activities across multiple partners and workstreams.\
- Support program evaluation by collecting feedback, assessing outcomes, and identifying opportunities for improvement.
- Provide advice and consultation to leaders, HR partners, and stakeholders on leadership development approaches, tools, and practices.

Qualifications
Minimum Recruitment Standard:
- Education: University graduation in Human Resources, Organizational Development, Adult Learning, Education, Business Administration, Public Administration, or a related field.
- Experience: Four years of progressively responsible related experience in leadership development, talent management, organizational development, corporate learning, strategic HR consulting, program design, or a related area.
Equivalency: Two –way
Directly related education or experience may be considered on the basis of:
- One year of education for one year of experience; or
- One year of experience for one year of education.
Role requirements:
Candidates must demonstrate experience in one or more of the following areas:
- Leadership development, talent management, organizational development, or corporate learning.
- Designing, developing, implementing, and evaluating leadership programs, learning resources, curricula, frameworks, learning pathways, or enterprise development initiatives
- Lead projects from concept through approval, procurement, implementation, evaluation, and continuous improvement, including the development and management of project plans, timelines, governance requirements, risks, and deliverables.
- Conducting research, environmental scans, analysis, engagement, or consultation to inform recommendations.
- Using data, feedback, evaluation, or evidence to improve programs, strategies, tools, or services.
- Providing advice, consultation, facilitation, or support to leaders, HR partners, or stakeholders.
The successful candidate will have:
- Strong project and program management skills, including the ability to manage timelines, risks, deliverables, and competing priorities.
- Strong consulting, facilitation, communication, and stakeholder engagement skills.
- The ability to translate information, research, feedback, and data into practical recommendations and implementation plans.
- The ability to work collaboratively across teams, ministries, vendors, and stakeholder groups to achieve enterprise outcomes.
- Sound judgment and the ability to balance stakeholder needs with enterprise standards and strategic priorities.
- A practical understanding of leadership development, adult learning, talent management, and/or current HR best practices.
Qualifications (Continued)
Assets include:
- Experience working within the Government of Alberta or a broader public sector environment.
- Experience with leadership assessment tools, succession planning, workforce planning, or talent development processes.
- Experience with change management, learning design, e-learning design, or program evaluation.
- Experience managing vendor relationships, procurement activities, contracts, deliverables, or quality assurance.
- Familiarity with APS corporate systems and processes.
