Role Responsibilities

Reporting to the Director, TIER Policy and Economics in the Air and Climate Change Policy Branch, the incumbent in this position will offer policy advice and act as the subject matter expert in the area of greenhouse gas emission mitigation. This will include benchmark development, quantification, measurement, verification and reporting aspects relating to development of output-based allocations under the Technology Innovation and Emissions Reduction (TIER) system.

The incumbent will support the development of Alberta’s product benchmarks under the output-based carbon pricing system (TIER). This work includes analyzing and applying current quantification approaches identifying areas where further analysis and development are required, and processing a high level of data / information which will inform the development of the standardized benchmarking and emissions quantification methodology. This position will support stakeholder engagement as well as assessment of approaches in other jurisdictions.

The position will also support provincial climate policy development and the assessment and evaluation of greenhouse gas (GHG) mitigation technologies related to various emission sources.

Responsibilities include:
•    Assess and develop product-based emissions intensity benchmarks for use in the  TIER regulatory system, informed by an understanding of processes and emission quantification methodologies applied to various sectors / products subject to the performance standard approach.
•    Development of potential options and recommendations for policy review and analysis to inform continuous improvement applying across all sectors / products subject to the performance standard system, including assessment of impacts.
•    Support regulation and policy development related to industrial carbon pricing and emissions trading.
•    Support evaluation of project proposals which are seeking funding for emissions reduction projects under the Emissions Management and Climate Resilience Act.
•    Consider potential impacts to greenhouse gas quantification for TIER policy development and implementation resulting from emergent policies and science.
•    Identify needs and priorities in the area of greenhouse gas quantification for performance standard development and implementation.
•    Provide support to bioeconomy, climate, energy and environmental initiatives, as needed, across the Government of Alberta.

Qualifications

Required: 
•    University degree in Engineering.
•    Minimum of five years related work experience.
•    Must be a member or eligible for membership (Professional Engineer) with the Association of Professional Engineers, Geologists and Geophysicists of Alberta (APEGA). This includes candidates who are Engineers-in-Training (EIT) registered with APEGA.

Equivalencies considered: Additional related education considered in lieu of experience on a one-for-one basis.

Additional requirements:
•    Knowledge of engineering processes, emission sources, emission reporting, and emission control technologies.
•    Experience with policy development.
•    Knowledge and experience with facilities in Alberta's different industrial sectors (electricity, oil and gas, fertilizers, petrochemicals, mining, etc.).
•    Knowledge of bioenergy, agro-processing, carbon pricing, and climate policy.
•    Comprehensive knowledge of estimation methodologies used to calculate emissions from industrial and non-industrial sources such as transportation, agricultural operations, commercial and residential buildings.
•    Familiarity with greenhouse gas regulatory systems in Alberta and/or other jurisdictions in Canada.
