The Housing Division works to ensure Albertans have access to safe, affordable, and appropriate housing options that support strong and sustainable communities. With the housing division the Alberta Social Housing Corporation branch and Digital and Business Solutions unit deliver IT and reporting solutions that support the work of the ministry.

In this role, you will work closely with program areas, subject matter experts, and users to understand business needs and translate them into meaningful analytical requirements. You will analyze and interpret complex program data, contribute to the development of reports and dashboards, and support evidence-based decision-making across Housing programs.

Role Responsibilities

Reporting to the Reporting & Data Analyst, the Junior Data Analyst provides analytical support for Housing Division operating and capital programs. The position is responsible for analyzing and interpreting program data, supporting the development of reporting and business intelligence products, maintaining data quality and integrity, and assisting program areas in translating business needs into meaningful analytical requirements. The role helps ensure decision-makers have access to accurate, timely, and reliable information to support program oversight, performance monitoring, operational planning, and policy development. The position aligns closely with the Digital and Business Solutions mandate of supporting reporting, analytics, and evidence-based decision-making across Housing programs.

The job responsibilities include:
1. Data Analysis and Interpretation
This position analyzes and interprets data related to Housing's operating and capital programs to support informed program management and policy development. This work is undertaken to ensure decision-makers have access to accurate, relevant, and meaningful information.
Key responsibilities include:
•    Aggregating data from multiple primary and secondary sources to answer defined business and program questions.
•    Applying established analytical methodologies to identify trends, patterns, variances, and emerging issues.
•    Interpreting analytical findings within the context of business processes, program objectives, and operational priorities.
•    Conducting quantitative and qualitative analysis to support operational decision-making and policy discussions.
•    Preparing clear and concise summaries of findings, observations, and recommendations for non-technical audiences.
•    Supporting evidence-based planning through the provision of accurate and actionable insights.

2. Reporting and Analytical Product Development
This position supports the development and maintenance of analytical products that enable consistent and reliable reporting across Housing programs. This work ensures timely access to standardized information to support program oversight and performance monitoring.
Key responsibilities include:
•    Assisting in the development, maintenance, and enhancement of data models, datasets, and Power BI reporting solutions.
•    Creating dashboards, reports, and visualizations that communicate program performance, trends, outcomes, and progress.
•    Supporting enhancements to reporting tools to improve functionality, accessibility, and user experience.
•    Collaborating with program areas to ensure reporting products meet business needs and reporting requirements.
•    Testing, validating, and verifying analytical outputs prior to release to ensure accuracy and consistency.
•    Supporting the creation of standardized reporting processes and performance measures across Housing programs.

3. Data Quality and Integrity
This role supports data quality and integrity activities to ensure analytical outputs are accurate, reliable, and suitable for decision-making. This work is critical to maintaining confidence in program information and reporting products.
Key responsibilities include:
•    Supporting data collection, validation, cleansing, and quality assurance activities.
•    Identifying data quality issues, inconsistencies, and gaps and escalating concerns as appropriate.
•    Assisting with the investigation and resolution of data discrepancies in collaboration with analysts and business users.
•    Applying established data standards, business rules, and validation practices to ensure consistency of information.
•    Supporting ongoing monitoring of data quality and reporting accuracy.
•    Contributing to the development and maintenance of reliable and trusted data assets.

4. User Engagement and Requirements Support
The position participates in user engagement activities to support translating program and business needs into analytical requirements. This work ensures analytical products are relevant, fit-for-purpose, and aligned with operational and strategic objectives.
Key responsibilities include:
•    Participating in discussions with program staff and users to understand reporting and analytical needs.
•    Assisting with the documentation of business requirements, assumptions, business definitions, and reporting specifications.
•    Supporting the translation of business questions into analytical and technical requirements under the guidance of senior analysts.
•    Communicating analytical considerations, assumptions, limitations, and risks to users as appropriate.
•    Building positive working relationships with program areas to support a client-focused approach to analytics and reporting.
•    Contributing to the identification and prioritization of reporting and information needs.

5. Documentation and Knowledge Management
This position develops and maintains analytical documentation to support transparency, continuity, and effective management of data assets. This work ensures analytical products can be understood, maintained, and reused over time.
Key responsibilities include:
•    Developing and maintaining data dictionaries, metadata, business definitions, and documentation related to data sources.
•    Documenting analytical methodologies, calculations, business rules, assumptions, and data processing activities.
•    Maintaining organized project documentation, meeting records, requirements documentation, and supporting materials.
•    Supporting consistent documentation standards and practices across reporting and analytical initiatives.
•    Assisting with knowledge-sharing activities that support effective use of analytical tools and information assets.

Qualifications

Minimum Recruitment Standards
University graduation in Data Science, Computer Science, Information Systems and Business Analytics; no experience required; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.

The following experience is required: 
•    A strong analytical mindset with the ability to learn new technologies, tools, and analytical methodologies quickly. 
•    Experience analyzing, organizing, and interpreting information to support business decision-making. 
•    Practical experience developing basic reports, dashboards, or visualizations using Power BI. 
•    Ability to manage and organize technical documentation, business requirements, and analytical materials in a structured and efficient manner. 
•    Strong written and verbal communication skills, including the ability to present information clearly and concisely. 
•    Demonstrated ability to collaborate effectively in a team environment and build positive working relationships. 
•    Strong attention to detail and commitment to producing accurate, high-quality work.

Notes

Hours of work are 08:15 AM to 04:30 PM, Monday to Friday. This is a full-time temporary position until December 31, 2027, working 36.25 hours per week.
