Role Responsibilities

As an Investment Planner, you’ll contribute to the long-term vision of a transportation system that is resilient, inclusive, and supports economic opportunity for communities across the province. This role is ideal for strategic thinkers, collaborators, and problem-solvers who are passionate about creating lasting value for the public through smart, forward-thinking investment decisions.

As part of the Capital Planning and Program Management Team, you’ll play a key role in identifying, analyzing, and prioritizing transportation investments across Alberta’s highway, rail, air, and transit networks. Reporting to the Manager, Planning and Reporting, you will support the development of the province’s Capital Plan and Construction Program—cornerstones of the Government of Alberta’s transportation strategy. Success in this role relies on your ability to work collaboratively across ministries, apply systems thinking to complex planning challenges, and communicate insights that guide real-world infrastructure outcomes.

Your key responsibilities include:

 

  • Strategic Planning & Analysis
    • Shaping long-term transportation strategies by assessing future needs and analyzing transportation network performance measures.
    • Evaluating investment options—across modes like highways, rail, and transit—using cost-benefit, risk, and performance analysis to support evidence-based prioritization. 

  • Capital Program Development
    • Supporting the development of business cases, financial plans, and annual updates to the Capital Plan and Three-Year Construction Program.
    • Recommending priorities that balance strategic goals, fiscal constraints, and long-term infrastructure needs.

 

  • Stakeholder and Cross-Ministry Engagement
    • Collaborating with internal teams and cross-ministry partners to gather input, align investment planning, and ensure integration of diverse perspectives.
    • Building and maintaining effective relationships with internal and external stakeholders.

  • Internal Collaboration & Team Contribution
    • Participating in strategic initiatives and cross-functional committees to ensure a coordinated, future-ready investment approach.
    • Sharing insights, supporting team development, and contributing to a collaborative and high-performing planning environment.

Qualifications

Required:

  • A related university degree (e.g., Business, Economics, Engineering, etc.), and a minimum of two (2) years of progressively related experience. Equivalencies may be considered. 

 

Preferred:

  • Experience working with government budgetary, project delivery, or capital planning processes.
  • Knowledge of government's financial, business and capital planning processes, and government accounting processes, including results-based budgeting.
  • Understanding of Benefit-Cost Ratio (BCR) analysis.
  • Strong Excel and database skills.
  • Strong verbal and written communication and presentation skills.
  • Strong interpersonal, mediation, negotiation and consultation skills.
  • Knowledge of government’s strategic direction as it relates to capital planning.

 

Equivalencies are:

  • A related two-year diploma and a minimum of four (4) years of related experience; a related one-year certificate and a minimum of five (5) years of related experience; or a minimum of six (6) years of related experience in lieu of formal education.

Additional Position Details:

  • This position is a temporary (up to 12 months), full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
  • Location: Twin Atria Building, 4999 98 Ave, Edmonton, AB T6B 2X3
