The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.
The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities
The Industry Liaison Field Officer (ILFO) is the primary link between AEMA and industry partners including critical infrastructure stakeholders. The ILFO provides these stakeholders with expert advice and guidance within all phases of the emergency management continuum. The ILFO will be the advocate that will support the alignment with universal incident management standards such as the Incident Command System (ICS) which is mandated to Local Authorities and should be understood by industry and critical infrastructure partners. The ILFO should also be seen as an expert in the understanding of the Alberta Incident Management System (AIMS) and be an advocate in supporting and adopting its use, including the need for unified command when applicable.
Responsibilities Include:
- Responding and deploying to emergency and disaster incidents, providing expert advice and support to local authorities and industry stakeholders. This will normally involve attendance at a community or regional Emergency Coordination Centre (ECC) but could in some circumstances require attendance at the actual incident site or the Incident Command Post (ICP).
- Facilitating and supporting the continuation and, if necessary, resumption of critical infrastructure in areas under state of local emergency (SOLE) or state of emergency (SOE). This will require strong relationships with industry stakeholders in the field, Regional Field Officers working with local authorities, and the Provincial Emergency Coordination Centre (PECC) critical infrastructure (CI) desk officer.
- Supporting impacted local authorities and First Nations through the sourcing and integration of industry capability in support of local authority and First Nations response.
- Understanding industry vulnerability to the hazards present in Alberta, as well as the mitigation, preparedness, and response methods to counter these vulnerabilities.
- Supporting the Critical Infrastructure Analysist, the Regional Field Operations team and the Manager, First Nations Field Operations, and the Manager, Training, Certification, & Standards to achieve the goals of the units and inform planning and reporting.
- Monitoring, liaising and providing advice on emergency plans to sustain a consistent standard of public safety system preparedness in alignment with legislated requirements and best practices
The Industry Liaison Field Officer works with a high degree of independence across the province in accordance with unit and AEMA plans and priorities, existing legislation and standards, and the needs of specific stakeholders across the assigned region. The ILFO has the ability to determine how best to engage and work with communities and industry stakeholders on their specific needs and resolves operational problems independently. The must have strong working knowledge of industrial regulations and legislation and how it applies to the local authorities.

Qualifications
Required: University degree in Public Administration, Emergency Management or related, PLUS 4 years related experience or equivalent as described
Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education

Related 1 year certificate PLUS a minimum 7 years of experience
Related 2-year diploma PLUS a minimum 6 years of experience

The successful candidate MUST also have:
- Demonstrated experience influencing other professionals or teams of professionals outside of direct line of control.
- Experience functioning with little supervision and/or within a geographically dispersed staff desirable.
- Ability to travel with short notice for extended periods of time (i.e. be deployed to support an incident). Additionally, you must be able to work non-standard hours with short notice for extended periods of time (i.e. weekends, evenings, nights, holidays etc. at time of incident).
- Ability to maintain a valid Class 5 Drivers license and a clear driver abstract.
Assets:
- Experience dealing with the public, local authorities and news media emergency responders (police/fire/EMS) and senior level officers in the public, private, volunteer, and NGO sectors is desirable.
- ICS training with TtT as an additional asset. Certified Emergency Manager from IAEM
