Role Responsibilities

Reporting to the Director, Corporate Services, the Human Resources Business Partner (HRBP) is responsible for providing human resources support to Elections Alberta/Office of the Chief Electoral Officer (OCEO). This includes the hiring, commencement, and onboarding of all full time and wage employees in the Edmonton office, while also supporting the acquisition of up-to 20,000 election workers, as needed, during a provincial general electoral event. 

 

The HRBP is expected to provide a wide range of integrated human services to a varied group of employees, while working independently or with management to support the fulfillment of the OCEO’s goals.  The HRBP position is further responsible for supporting the attraction and retention of qualified and suitable employees, analyzing and classifying positions, providing support in the areas of employee relations and performance management, and for supporting management in the maintenance of HCM data in 1GX.

 

Responsibilities include:

  1. Recruitment and selection activities are handled in a timely manner and support the attracting and retaining of qualified and suitable operational and electoral event workforces.
  2. Assess and evaluate position descriptions in a fair and equitable manner, ensuring employees are compensated appropriately for their work responsibilities.
  3. Provide consultation and planning assistance to people leaders regarding issues management and employee relations to help address workplace issues and employee leaves and ensure alignment with business plans and organizational values.
  4. Employee performance management agreements and learning plans are developed to support the successful achievement of business and operational plans and assist staff in achieving their potential.
  5. The HRBP supports people leaders by initiating actions for their direct reports as Workplace Administrator (WPA).

Qualifications

Education and Work Experience:

  • Related university degree with a minimum of 2 years related experience which demonstrates competencies in human resource functions. Equivalencies may be considered.

 

Knowledge:

  • Knowledge of the Public Service Act, Master and Subsidiary Agreements, human resource directives, Employment Standards Code, employee relations, staffing and recruitment practices and 1GX HCM functionality.
  • Knowledge of the Government of Alberta Occupational Health and Safety program and related acts, regulations and code.
  • Thorough knowledge of human resource functions including recruitment, retention, job evaluation, employee relations, and work force planning. 
  • Holding or working towards a Chartered Professional Human Resources (CPHR) designation is an asset.
