The Ministry of Assisted Living and Social Services (ALSS) leads housing, assisted living and continuing care, seniors, income, employment and homelessness supports, disability services, and other social-based programs. The Common Service Delivery (CSD) branch holds expertise in delivery of centralized, citizen centered services, including contact center and benefit administration services. CSD delivers centralized services on behalf of other program areas within ALSS as well as other Ministries across the Government of Alberta.

The Alberta Adult Health Benefit program covers health benefits for Albertans in low-income households who are pregnant or have high ongoing prescription drug needs. This health plan includes children who are 18 or 19 years old if they are living at home and attending high school. https://www.alberta.ca/alberta-adult-health-benefit.aspx 

The Alberta Child Health Benefit covers health benefits for children in low-income households. This health plan is for children up to 18 years of age. Funeral benefits may be available to help pay for burial or cremation and funeral arrangements for deceased Albertans who were receiving assistance through the Assured Income for the Severely Handicapped (AISH) program and Income Support  program. Low income Albertans with mobility challenges can apply for grants to modify their home via the RAMP program. https://www.alberta.ca/residential-access-modification-program.aspx 

The Residential Tenancies (Safer Spaces for Victims of Domestic Violence) Act allows for victims of family violence to end a residential tenancy agreement without financial penalty. To do this, tenants must get a Certificate Confirming Grounds to Terminate Tenancy, and use it to give at least 28 days' notice to their landlord. Role Responsibilities

The Health Benefits Unit Assessor is responsible for the assessment of applications to determine eligibility for Alberta Child Health Benefit (ACHB) and Alberta Adult Health Benefit (AAHB) programs, Alberta Funeral Benefits, Residential Accessibility Modification Program (RAMP), Safer Spaces Program, Health Benefit Exception Committee (HBEC) and Continuous Positive Airway Pressure (CPAP) Requests.  The Assessor interprets complex legislation, policies and guidelines for these programs, and in doing so, exercises considerable discretion and judgment in making decisions about eligibility.

Reporting to the Supervisor, the Assessor also performs contact center duties that involve responding to a large number of client calls in order to liaise between both internal and external stakeholders, provide updates on the status of applications, trouble shoot issues, provide interpretations of legislation and policy, and provide complex information on unit programs and services. 

You will also be responsible for the following, but not limited to:

  • Determining eligibility according to program legislation and administrative procedures.
  • Performing income/medical review requests as required.
  • Preparing letters and emails to applicants, to delivery sites staff, physicians, and service providers regarding decisions and incomplete applications, and for collection of missing information.
  • Working effectively with internal and external stakeholders including, but not limited to: Service Alberta, Alberta Health, Alberta Blue Cross, Alberta Dental Services, Assisted Living and Social Services, Labour and Immigration
  • Conducting research and collecting applicable documentation from clients and/or stakeholders to ensure client eligibility.
  • Applying program policies and legislation to client files to determine eligibility.
  • Primary link between delivery sites and third-party medical consultant regarding CPAP requests for AISH (Assured Income for the Severely Handicapped) and Income Support (IS) programs.
  • Primary link between delivery sites and clients regarding Health Benefit Exception Committee requests for Alberta Health Benefits, AISH (Assured Income for the Severely Handicapped), and Income Support (IS) programs.
  • Primary link between Funeral Service Providers and clients regarding Funeral Benefit grant applications.
  • Primary link between applicants, social workers, occupational therapists, physicians, and home modification service providers.
  • Primary link between Health Benefit clients, health service providers, and health/dental vendors.
  • Primary link between applicants who are victims of abuse and emergency protection and shelter service providers.
  • Interpreting and assessing information on program legislation, regulations and policy for clients and Albertans by telephone and email.
  • Providing holistic assessment and provide guidance to clients on program eligibility, application/appeal procedures and processes.

Qualifications


High school diploma and four years of related experience 

Equivalencies will be considered as directly related education or experience based on 1 year of education for 1 year of experience or 1 year of experience for 1 year of education.

The following are requirements for the position:

  • Possess in-depth knowledge of all applicable legislation, regulations, policies, criteria, guidelines, processes and procedures for client funding and to determine eligibility and calculate assessments.
  • Excellent, accurate, articulate and concise verbal, writing, and mathematical abilities.
  • Be able to research, create and analyze information provided on IT systems and paper application/correspondence.
  • Analytical, research, and decision-making skills, including ability to pay close attention to detail.
  • Organizational and time management skills, including ability to function effectively in a high volume work environment.
