Health System Analyst

Role Responsibilities

Shared Role Focus for both Health System Analyst (PS3 and PS4)  
Both positions report to the Manager, Health System Analysis and support evidence-informed decision-making across Alberta’s health system. Both positions transform complex health data into clear, high-quality analysis, reports, visualizations and information products that support health system planning, policy and program development, performance monitoring, evaluation and stakeholder decision-making.

While the positions share a common analytical focus, the scope differs by classification. The PS4 position operates at a senior level, leading complex analytical initiatives, providing strategic advice, mentoring others and advancing innovative analytical, visualization and AI-enabled solutions. The PS3 position focuses on independently conducting analysis, developing information products and supporting analytical projects, stakeholder engagement and operational decision-making.

Health System Analyst (PS4) – Senior Scope of Duties 
The PS4 position leads advanced and complex analytical work that informs health system policy, planning, evaluation and strategic decision-making. This role provides senior analytical expertise, develops performance frameworks, guides data integration and visualization approaches, and translates complex findings into recommendations for senior leaders and partners. The PS4 also supports team capability by mentoring analysts, advising on analytical methods and contributing to the responsible use of AI, machine learning and modern data platforms.

Health System Analyst (PS3) – Analytical Scope of Duties 
The PS3 position independently conducts health system analysis and develops reports, dashboards, visualizations and other information products that support planning, monitoring, evaluation and program or policy decisions. This role applies analytical tools and methods to integrate, validate and interpret data, responds to stakeholder needs, and communicates findings to technical and non-technical audiences. The PS3 also supports AI/ML-assisted reporting and workflow improvements within established analytical approaches and project requirements.

Qualifications

Minimum recruitment standards as follow:  
University graduation in a related scientific discipline, such as Statistics, Mathematics, Computer Science, Health Science, Epidemiology, Biostatistics, Public Health, Economics or Engineering, plus  
•four years of progressively responsible related experience or equivalent as described below for the PS 4 role 
•two years of progressively responsible related experience or equivalent as described below for the PS 3 role

Equivalency: 
Directly related education or experience considered on the basis of:  1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Requirements and Assets:  

Health System Analyst (PS4)  
Required skills and experience: 
•Experience leading complex analytical projects, developing performance frameworks, providing strategic recommendations, and mentoring analysts or project teams 
•Strong expertise in data visualization, AI/ML solutions (including LLMs, RAG, and AI Agents), data integration 
•Experience in advanced data analysis, health analytics, health system evaluation, or a related field 
•Advanced proficiency with analytics and cloud technologies including SAS, R, Python, SQL, Snowflake, Databricks, and Microsoft Azure 
•Proven history of effective stakeholder consultation and executive-level communication

Health System Analyst (PS3)  
Required skills and experience:
•Experience developing data visualizations and reports using tools such as Power BI, Tableau, SAS Visual Analytics, or R Shiny 
•Knowledge of AI/ML technologies, including LLMs, RAG, AI Agents, and AI-assisted coding tools or development tools to automate analytical workflows and improve productivity
•Proficiency with data analytics, reporting, and data tools including SAS, R, Python, SQL, and cloud-based platforms such as Snowflake 
•Experience integrating information from multiple sources, including data management, data linking and data integration. 
•Strong communication and stakeholder engagement skills

The following are considered assets for both the positions:  
•Experience working with health administrative data and developing automated reports. 
•Familiarity with primary health care, continuing care or acute care. 
•Knowledge of applied statistical, machine learning and data management methods for interpreting health data. 
•Experience applying generative AI, LLMs, RAG or AI agents in analytics, knowledge management, reporting or decision-making. 
•Experience developing analytical solutions with Snowflake, Databricks, Azure, Python, SQL or similar modern data platforms.  
•Understanding of project management principles and strong self-management with a results orientation.

Notes

We are hiring to one (1) permanent PS4 and one (1) permanent PS3 position, located in Edmonton.

Candidates may be asked to complete a written assignment as a part of the interview process.
