The Continuing Care Division provides leadership in monitoring, assessing, and improving Alberta's continuing care sector, which includes continuing care homes (Type A, Type B, and Type C), supportive living accommodations, and home and community care. The division oversees legislation, regulations, and policies while administering the licensing and compliance monitoring programs to ensure services meet provincial standards and legislative requirements: https://www.alberta.ca/continuing-care-in-alberta.

The Licensing and Compliance Monitoring Branch is responsible for licensing continuing care accommodations, inspecting care services, and investigating complaints and incidents. The branch's unannounced, risk-based inspections are designed to enforce compliance and ensure Albertans receive safe, client-centered care.

Key Unit: 

  • Home and Community Care Inspection Program: Focuses on comprehensive compliance monitoring for home and community care services, ensuring providers adhere to legislative requirements including the CCHSS.

Role Responsibilities

Make a province‑wide impact on client safety and quality of care. As a Health Compliance Officer, you will help ensure home and community care (HCC) services across Alberta meet the requirements of the Continuing Care Act, associated regulations, and standards. Reporting to the Home and Community Care Compliance Manager, you will conduct inspections, audits, and investigations; provide expert guidance to service providers; and uphold accountability, transparency, and continuous improvement in Alberta’s continuing care system.

The HCO is designated under Section 18(1) of the Continuing Care Act with legislative authority to enforce compliance. Your work protects clients’ rights and safety, especially among vulnerable populations, by ensuring care is high quality, safe, and compliant.

Compliance Monitoring & Inspection

  • Conduct on site inspections of home and community care offices, continuing care homes, and (consented) clients’ homes for compliance with Continuing Care Healthcare Services Standards (CCHSS), and related regulations.
  • Perform risk based inspections to identify gaps, assess clinical and operational practices, and recommend corrective actions.
  • Investigate complaints from clients, families, and stakeholders; document findings; and recommend enforcement actions where appropriate.
  • Review and action Duty to Notify reports (e.g., serious harm, significant facility damage, contingency activations), assessing severity, appropriateness of response, and required follow up.
  • Prepare clear, comprehensive inspection/audit/investigation reports with evidence based recommendations.

Clinical Expertise & Technical Guidance

  • Apply clinical expertise to evaluate care plans, IPC measures, and service quality in alignment with legislation and standards.
  • Serve as a subject matter expert within HCCIP; interpret and communicate requirements of the Act, regulations, and standards to colleagues and providers with tact and diplomacy.
  • Lead or participate in working groups/committees; support training and mentoring to build compliance capability across providers.

Stakeholder Engagement & Support

  • Collaborate with service providers to develop and oversee corrective action plans and strengthen compliance.
  • Communicate inspection findings to clients/families and operators; ensure rights are protected and safety actions implemented.
  • Engage across government and health system partners to align compliance activities with provincial policies.

Documentation, Reporting & Program Enablement

  • Maintain accurate records per Licencing and Compliance Monitoring Branch (LCMB) operational policies and program manual.
  • Contribute to the development and improvement of monitoring tools, protocols, and processes.
  • Provide regular updates to the HCC Compliance Manager/Director on activities, emerging risks, and outcomes.

Continuous Improvement & Professional Development

  • Stay current with changes to legislation, regulations, and best practices in compliance.
  • Identify opportunities to improve monitoring and enforcement effectiveness.
  • Support the training and development of other compliance officers and provider teams.

Qualifications

Education and Experience:

  • A university degree in health-related field (Nursing and Gerontology) with a minimum of 4 years of relevant experience in home and community care, continuing care, or case management, or a master’s degree related to the position assignment and three (3) years of related experience, or a minimum of 6 years of related experience with a diploma in nursing, or a related field.
  • Must be a regulated member of the appropriate college as required by the Health Professions Act.
  • A valid driver’s license with the ability to travel across Alberta as required for site inspections and audits.


Preference:

  • Minimum of 6 years of clinical work experience in healthcare, preferably in compliance monitoring, regulatory enforcement, investigation, or quality assurance.
  • Strong understanding of continuing care standards, relevant legislation (e.g., Continuing Care Act), and regulatory frameworks in Alberta.
  • Proven experience in managing, leading, or contributing as a crucial member in compliance-related projects, inspections, investigations, accreditation, or audits.
  • Strong written and verbal communication skills, with experience in engaging a wide range of stakeholders, including service providers, clients, and government entities.
  • Demonstrated ability to lead quality assurance projects and act as an educator or mentor to service providers or team members, fostering compliance and continuous improvement.


Assets:

  • An advanced degree or certification in Gerontology, Geriatric, or a related field.
  • Certification or completion of courses such as Foundations of Administrative Justice or National Certified Investigator and Inspector (or an equivalent program).
  • In-depth knowledge of Alberta’s healthcare delivery system, particularly in continuing care settings.
  • Experience working in environments where complaint resolution, administrative fairness, and natural justice principles are applied.

Notes

This competition is for a pool recruitment to fill several vacant temporary positions across the Home and Community Care Inspection Program Unit.

Candidates will undergo several screening/selection processes, including but not limited to pre-screening for eligibility, credentials verification (Reference check/Criminal Record Check and/or Academic), security screening, written assessments, and interviews.

Hours of Work: 36.25 hours per week (full-time) - Monday to Friday.

Travel: Approximately 80% of the position involves travel, with about 50% of that requiring overnight stays. The ability to travel throughout the province is essential, and occasionally, travel may be required on short notice. Occasional evening and weekend work and travel may be required.

Location: The Licensing and Compliance Monitoring Branch (LCMB) is hiring a provincial team with offices in Calgary and Edmonton.
