The Ministry of Jobs, Economy and Trade deliver programs and policies to support a diverse workforce, promote safe, fair and healthy workplaces and attract skilled workers. The Financial Services Branch provides support and strategic advice to the Minister, Deputy Minister, Executive Team and ministry. The branch implements, coordinates and facilitates the delivery of financial activities for the ministry, providing leadership and direction for financial strategies, practices, policies and corporate financial planning, which enable the ministry to meet its business plan objectives and strategies.

Reporting to the Manager, Financial Processes and Reporting, the Financial Reporting Analyst is responsible for coordinating the Ministry's financial reporting functions. The Financial Reporting Analyst is responsible for the preparation of the Ministry’s financial statements and, makes a contribution to the Financial Processes and Reporting team by engaging in the planning and instruction of monthly, quarterly and year-end requirements to all ministry staff, preparation and review of related working papers, and working with the Office of the Auditor General for the year-end audit. The position works closely with the Alberta Treasury Board and Finance with respect to resolving ministry financial reporting issues that may arise. 

 

 

Responsibilities include but are not limited to:

  • Prepare Ministry’s financial statements to ensure accuracy, timeliness and compliance with Treasury Board and Finance (TBF) guidelines and Public Sector Accounting Standards (PSAS).
  • Develop, implement, and manage ministry reporting policies, procedures and guidelines to ensure compliance with legislation, Auditor General expectations and PSAS.
  • Contribute to the Financial Reporting team operations in monitoring and maintaining the accuracy and integrity of ministry financial information.
  • Creates, maintains, retires, and disposes capital assets based on the information provided by program areas.
  • Ongoing liaison with finance staff at other government ministries on various financial matters.
  • Participate and contribute to briefing notes, action requests and Ministry’s projects.

Qualifications

 

University graduation in a related field plus 3 years progressively responsible related experience; or equivalent as described below.

 

Equivalency:

  • Related diploma plus 5 years directly related experience.
  • Accounting designation and 1 year additional related experience

 

Required:

  • Experience preparing, reviewing and presenting financial statements.
  • In-depth knowledge of accounting processes and control systems, including accounts payable, accounts receivable, general ledger.
  • Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint. 
  • Solid understanding and experience with the application and research of accounting policies, practices and theories such as Generally Accepted Accounting Principles (GAAP).

 

Assets:

  • Knowledge of the government financial management system (1GX).
  • Canadian professional accounting designation (CPA or legacy designation) or equivalent
  • Knowledge of the Government of Alberta's applicable legislation (e.g., Financial Administration Act, Fiscal Planning and Transparency Act, Government Organizational Act and Alberta Public Agencies Act)
  • Knowledge of Public Sector Accounting Standards (PSAS) and the ability to interpret PSAS for the monitoring, recording, reporting and interpretation of financial information.
