Role Responsibilities

 

Are you a detail-oriented financial professional with strong analytical skills and a passion for supporting social services? The Ministry of Seniors, Community and Social Services is seeking a Financial Analyst to join our team.

 

Reporting to the Manager, Analysis & Administration, the Financial Analyst is responsible for delivering financial analysis, monitoring, reporting and compliance services. This position plays a key role in supporting housing providers to ensure adherence to funding, accountability and reporting standards. The Financial Analyst performs the following core functions:

 

 

Job Responsibilities:

  • Monitor and analyze financial performance, budgets and reports submitted by housing providers to ensure compliance with established program funding delivery and accountability requirements. 
  • Review and analyze program budgets, monthly/quarterly operating results and annual reports submitted by housing providers; Identify deficiencies or risks in financial operations and work with housing providers to develop and implement corrective actions. 
  • Review, analyze and reconcile audited financial statements and operational reports submitted by housing providers and associated management letters prepared by external auditors to ensure compliance with accounting and government reporting requirements; address concerns of external auditors and the Office of the Auditor General (OAG) as required. 
  • Assist in the development of annual operating budgets for housing providers, including payment processing and monthly budget reconciliations. 
  • Review and consolidate budgets, business plans, and reporting submissions from housing providers to determine operating targets in alignment with legislative and program standards. 
  • Coordinate reporting and analysis of housing provider and program results, including roll ups, summaries, management reports and dashboards.
  • Conduct financial reviews as part of the Division’s operational review program, as required. 
  • Prepare briefing notes, reports, letters and memos related to housing providers and housing programs.

Drive for Results – The Financial Analyst provides forecasts and financial reviews which are required to be appropriate and accurate while remaining cognizant of the various regulations, standards and frameworks.


Agility – The Financial Analyst will need to be able to adapt to shifting priorities and deadlines particularly regarding budget approvals and payments. The role is largely process-driven and opportunities to improve efficiencies is always encouraged.


Creative Problem Solving – The Financial Analyst assesses reporting data received summarizing this data into a presentable format for review and in support of decision-making regarding efficiencies of housing programs. Creative Problem Solving is required to prioritize key data points and identifying methods to appropriately present information.


Systems Thinking – The Financial Analyst provides program data which is used to support internal decision making regarding annual operating budgets as well as support the ASHC's responsibility regarding federal reporting. In addition, program data is relied upon to monitor the uptake and effectiveness of program policies and decisions.


Develop Networks – The Financial Analyst will work alongside a wide range of stakeholders both internal and external. Internal stakeholders include unit team, housing operations branch, and staff in other branches (Policy Planning and Analytics, Financial Support Services, and Housing Business Supports). External stakeholders include housing providers and their staff.
 

Qualifications

 

Required:

  • University graduation in Accounting, Business, Economics, Commerce or Management or other related field plus three years of related experience as described below:

 

Equivalency

  • Related diploma in Accounting, Business, Economics, Commerce or Management or other related field plus five years directly related experience.
  • Accounting designation and one-year additional related experience.

 

Assets:

  • Professional accounting designation - Chartered Professional Accountant (CPA) is preferred.
  • Experience with data visualization tools (e.g. Microsoft Excel, Microsoft BI, Power BI).
  • Knowledge of accounting and auditing principles and familiarity with financial statements.
  • Experience working with housing programs, including associated agreements, program definitions and rules, processing of budget payments, financial accountability and templates. 
  • Experience in financial planning and budgeting in large, diversified organizations with subsidiaries.
