The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.

The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. Role Responsibilities

Are you a finance professional looking to make a meaningful impact? This is your opportunity to be at the heart of Alberta’s disaster response and recovery efforts. The Alberta Emergency Management Agency (AEMA) is seeking a detail-oriented and strategic thinker to lead financial forecasting, analysis, and compliance for its Recovery Branch. Your work will directly support the province’s ability to recover federal funding and maintain financial integrity—helping to ensure the well-being of Albertans in the face of emergencies.

Your Role in Recovery
As the Financial Planning and Analysis Lead for AEMA’s Recovery Branch, you will play a pivotal role in maintaining the fiscal health of major Hazard Assistance and Resilience Programs (HARP) and core Recovery branch budgets. From preparing and analyzing monthly forecasts to ensuring compliance with government policies, your expertise will support informed decision-making and effective financial stewardship. This role is essential to securing timely federal reimbursements and enhancing financial accountability within the branch.

You will be responsible for:
•    Coordinating monthly forecasting and variance analysis for Recovery program budgets
•    Preparing and analyzing the Recovery Branch’s three-year expenditure plan
•    Running 1GX reports and maintaining all financial documentation for audit and DFAA reimbursement purposes
•    Submitting non-PO invoices for payment processing
•    Reconciling expenses across Recovery cost centres and preparing adjusting journal entries as required
•    Reviewing and verifying coding of invoices, expense reports, and procurement card transactions
•    Supporting staff with 1GX training and compliance with GoA travel and financial policies
•    Supporting year-end accruals and development of business cases for new initiatives
•    Participating in emergency response efforts as part of the Provincial Emergency Coordination Centre

Qualifications

Required:  One-year certificate in a related field plus two years related experience; or equivalent as described.

Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education
*Preference may be given to candidates with a 2-year diploma supplemented by relevant experience.
For Example: 
Related 2-year diploma PLUS a minimum 1 years of experience
Related minimum 3 years of experience

The successful candidate MUST have:
•    Advanced skills in financial analysis, budgeting and forecasting, reconciliation, and variance reporting
•    Demonstrated ability to code invoices and expense claims in alignment with financial policies and standards
•    Exceptional attention to detail, especially in audit documentation and coding accuracy
•    Ability to build trusted relationships and influence financial accountability across levels
•    Proven ability to work under pressure and adapt quickly during emergency situations

Assets:
•    Strong knowledge of Government of Alberta (GoA) financial systems and policies
•    Proficiency in 1GX financial modules including Concur, Non-PO, and PO processes
•    Experience supporting financial operations in an emergency management or government environment
•    Knowledge of the Disaster Financial Assistance Arrangements (DFAA) program
•    Strong communication and training skills to support staff on financial systems and policies
•    Experience working in the Provincial Emergency Coordination Centre or similar operational settings
