The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the Alberta government, to Albertans, and to their communities, for the protection of people, their property, the environment and the economy from the effects of disasters and emergency events. Alberta relies on a decentralized public safety system for managing the various emergency events that occur every year. The System is made up of many stakeholders and partners including government ministries, municipal agencies, non-governmental organizations (NGOs), industry, First Nation communities and Métis Settlements. AEMA accomplishes its mandate by effectively and successfully leading the coordination, collaboration and cooperation between all entities involved in the prevention, preparedness, response, and recovery activities within this diverse partnership.

 

Role Responsibilities

The Alberta Emergency Management Agency (AEMA), with the Government of Alberta is currently looking for Field Officer Collective Training to join our team. If you are interested in a challenging and exciting opportunity, apply now!

Reporting to the Manager of Training Certification and Standards, you will be the primary interface between the programs administered by AEMA and AEMA's stakeholders; including, but not limited to, municipalities, First Nation communities, Métis Settlements and elected officials.

The Field Officer Collective Training is largely focused on the preparation pillar of emergency management and therein is primarily responsible for the development and delivery of progressive training in support of the provincial All-Hazards Incident Management Team (AHIMT) project.

Your responsibilities include but are not limited to:

  • Support the development of AHIMT capabilities in Alberta, focused on continuous and iterative improvement.
  • Develop and deliver progressive training to formed groups (AHIMTs) and municipal, First Nation and Métis Settlement ICP/ECC staffs) with the intent of building confirmed/validated/accredited incident management depth and capability across the province.
  • Develop and prepare teams to perform incident management tasks.
  • Provide direct emergency management support and advice.
  • Assist local governments with the development of all-hazard specific emergency management training.
  • Respond and deploy to emergency and disaster incidents, providing expert advice and support to local authorities. 
  • Prepare to perform duties in multiple days and nights away from home during planned routine activities and during unplanned emergency events.

  • Ability to operate all-wheel drive vehicles in all road conditions. 
  • Ability to operate AEMA's Major Event Support Apparatus (MESA) vehicle.
  • Strong knowledge of the MS Office Suite of applications. 
  • Ability to analyze information and develop reports that evaluate risk and vulnerability from hazards. 
  • Ability to read and interpret hazard analysis maps and reports.

Qualifications

Requirements: 

  • A university degree in Emergency Management, Public Administration, Emergency Services Administration or a related field
  • 4 years of progressively responsible related experience in the development and delivery of CT (Collective Training) to large teams.
  • Experience working in a leadership and decision-making role either in a public or private setting, in a field involving operational and tactical level emergency management.
  • A valid Class 5 Driver’s License.
  • A cover letter.


Equivalencies: 

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education

    
Assets:

  • ICS Train the Trainer Courses.
  • Incident Command System (ICS) 400 qualified; or able to achieve qualification within one-year of assuming position. 
  • Exercise Design Course qualification; or able to achieve qualification within six-months of assuming position. 
  • Experience in the development of complex, but scalable, emergency exercises. 
  • Experience dealing with the public, news media, emergency responders (police/fire/EMS) and senior level officers in the public, private, volunteer, and NGO sectors .
  • Incident command post and incident management team experience and qualifications.
  • Ability to perform under extremely stressful conditions and emergency situations, provide concise and calm direction / advice in highly critical situations.
  • Thorough knowledge of AEMA’s mandate and the Alberta Public Safety Governance System. 
  • Detailed knowledge of the Emergency Management Act and its associated regulations. 
  • Working knowledge of other related provincial legislation and regulation (Municipal Government Act, Transportation of Dangerous Goods Act, etc.) and relevant federal legislation (Emergency Management Act, Emergencies Act, etc.). 
  • Detailed working knowledge of current provincial plans, agreements, arrangements and procedures for emergency management, together with knowledge of the model municipal plans and associated municipal bylaws. 
  • Strong writing, verbal communication skills as well as effective presentation skills to a diverse range of internal and external stakeholders.
  • Experience functioning with little supervision and/or within a geographically dispersed staff.
