The Ministry of Affordability and Utilities develops policies and administers programs that ensure Albertans across the province have access to affordable, safe, and reliable electricity and natural gas. 

 

The Ministry comprises the Department of Affordability and Utilities and several independent agencies responsible to regulate the electricity and natural gas industries. The Department is responsible for policy development, management, and oversight of electricity and natural gas systems, supporting rural utility infrastructure, and utility consumer advocacy. It is also responsible for developing and implementing legislative, regulatory, and policy frameworks for nuclear energy.

The Alberta Public Service (APS) is strengthening financial leadership by establishing dedicated Senior Financial Officers for each ministry in alignment with the One Finance approach to financial governance and service delivery across government. The goal is to provide a stable point of strategic financial advice and build financial capacity and leaders.

Role

As Executive Director-Senior Financial Officer you will be accountable to the Deputy Minister to provide strategic financial advice and management to the Minister, Deputy Minister, Executive Team as well as program areas. Reporting to the Assistant Deputy Minister Corporate Services, you will provide leadership and expert fiscal planning, governance, and oversight, and ensure compliance with Treasury Board standards and cross-government priorities. You will leverage strong written and verbal communication and influence skills to deliver advice to Minister(s), Deputy Minister(s), agency heads and Treasury Board.  As the successful candidate, you will build strong relationships within the ministry, across the finance community, and with the Centers of Excellence and Shared Services functions at Treasury Board and Finance.

 

As Executive Director, you will lead the day-to-day effective stewardship and optimization of ministry financial resources.  This includes planning and implementation of all ministry-specific fiscal management activities including budgeting, planning, reporting, accounting, governance, compliance, and internal controls.  As a leader in financial services, you will lead your team to work proactively with the division leaders and program areas to provide strong financial advice and solutions based on technical knowledge, sound data, and effective analysis to support the government’s financial strategy and ministry mandate.

 

 

Qualifications

You bring extensive related senior financial management experience in planning, reporting and control functions in a medium sized, complex organization. Your strong financial acumen and communication skills enables you to apply rigorous analysis and effectively present insights to financial committees and senior decision makersYou have a proven track record of managing complex budget issues, providing sound recommendations and strategic advice to executive leadership, and supporting informed decision making at the executive level. You have distinguished yourself as a strategic leader with a reputation for empowering, mentoring, and build capacity within your teams, inspiring high performance and achieving results.

 

You demonstrate exceptional collaboration skills and take a systems approach to advance ministry financial priorities in alignment with government mandates. Your strength in communication and change management, coupled with your ability to build and sustain effective stakeholder relationships, equips you to navigate diverse viewpoints in a complex and evolving environment. A post-secondary education in a related field is required, and a recognized accounting designation is an asset.

 

 

Salary

$5,758.44 - $7,567.65 bi-weekly ($150,295.28 to $197,515.67 annually)
