Role
Reporting to the Assistant Deputy Minister, Municipal Assessments and Grants, as the Executive Director (ED) you will provide leadership and direction for all municipal grant programs in the Municipal Assessment and Grants Division, ensuring funds are used in an accountable and efficient manner in accordance with Government and Ministry business plans. You will oversee grant program development, implementation, and evaluation to ensure funds are being used for appropriate purposes by local governments. In particular, the Local Government Fiscal Framework is the government’s primary capital grant program for municipalities, providing over $800 million in annual grants, with overall funding levels linked to changes in provincial revenues.
You will also oversee the annual equalized assessment process, which serves as the basis for the fair and equitable collection of the education property tax requisition, which generates approximately $3 billion in provincial revenue. This includes responsibility for the ministry’s assessment audit function, as well as related tax programs.
A key member of the Municipal Assessment and Grants Division management team, you will contribute to the strategic direction of the Division and Ministry by participating in the development of priorities, policies, corporate goals, and business initiatives. You will rely on your change management expertise to lead initiatives and processes that result in municipal grant programs and the annual education property tax requisition being aligned with new business directions. You will leverage your policy acumen and program management expertise to translate Government and Ministry business plan goals into grant program objectives and outcomes. You will also lead and mentor senior management, professional, and administrative staff members in order to build and maintain a highly engaged and high performing team.
Qualifications
You bring extensive related senior management experience with demonstrated strengths in financial administration and / or grant funding and program management within a complex, public-sector organization. You are known for your policy and financial acumen and are confident advancing high profile policy initiatives, while managing operational programming details. An influential change agent, you promote and embrace innovation and encourage those around you to do the same. Your exceptional communication skills will ensure the implementation of an inspiring vision and assist you in operating in a complex, public environment. A related post-secondary degree and / or professional designation is preferred.
Salary
This Executive Director position offers a salary range of $5,082.46 - $6,679.30 bi-weekly ($132,652.21 – $174,329.73).
