Alberta Infrastructure provides public infrastructure that contributes to the province’s economy and Albertans’ quality of life. The ministry is accountable for the long-term planning of provincial public infrastructure to support key social programs and services and economic development. It designs, builds, manages and maintains government-owned and operated facilities and collaborates with other ministries to ensure that school and health infrastructure meets the needs of all Albertans now and in the future. It is also responsible for alternative ways to finance and deliver infrastructure projects including public-private partnerships.

Role
Reporting to the Assistant Deputy Minister, Strategic Partnerships & Learning Facilities, you will lead the assessment and procurement of a wide range of infrastructure projects via alternative capital financing strategies. Your forward-focused vision, advanced leadership skills, and commitment to service excellence will set the direction for the development and continuous enhancement of the Government of Alberta’s Unsolicited Proposals Framework, the Government of Alberta’s coordination and engagement with the Canadian Infrastructure Bank, and financial assessment of alternative delivery projects.
The Executive Director works closely with internal and external stakeholders to guide opportunity identification and assessment, procurement activities, and support execution of these alternative delivery strategies, within the context of legislation, technical standards and guidelines, and accountability policies and procedures.
Proactive and effective collaboration with other ministries, industry, and stakeholders will be critical as you balance needs and address complex issues. As an integral member of the ministry executive team, you will share accountability for achieving business plan goals and government priorities.
Qualifications
Success in this role calls for a progressive leader with a record of accomplishment in the infrastructure space, including identification, assessment, project development, procurement and delivery of alternative financing and alternative delivery projects. Your background includes significant related management experience and working knowledge in the delivery of infrastructure programs, program management, commercial management, and infrastructure funding models. An agile and influential leader, you have a track record of building collaborative relationships, navigating complex governance processes, and managing diverse projects and complex issues. You are recognized for your advanced negotiation and effective communication skills. You have a sound understanding of policy development, government approval processes and a track record for building successful partnerships. A respected leader of people, you are committed to building strong lines of communication and trust, empowering your teams to achieve results through performance excellence. A post-secondary degree in a related field such as engineering or business is required. Equivalencies will be considered.
Salary
$5,234.94 - $6,879.68 bi-weekly ($136,631 - $179,559 annually)
