Role Responsibilities
Role Overview
Are you passionate about using evidence to drive better outcomes? As an Evaluation Advisor within Traffic Safety Services (TSS) Division, you will lead the development and implementation of evaluation frameworks and projects that support informed decision-making, continuous improvement, and accountability across the division.
You’ll collaborate with program areas, provide strategic advice, and ensure evaluation practices are embedded into planning, reporting, and service delivery.
Role Responsibilities:
Evaluation and Monitoring Strategy
- Lead research and evaluation initiatives to support the development and continuous improvement of a comprehensive evaluation and monitoring framework.
- Develop recommendations, supporting processes, and operational policy to embed evaluation across TSS business areas.
- Coordinate a multi year evaluation plan aligned with TSS priorities, risks, and expected outcomes.
Evaluation Project Leadership
- Lead and manage evaluation projects from planning through completion, delivering evidence-informed insights to support decision-making across TSS programs and service delivery.
- Develop and implement project plans for priority evaluation initiatives aligned with divisional priorities, compliance requirements, and performance outcomes.
- Engage program areas and stakeholders to support effective evaluation design, delivery, and use of findings to strengthen program performance, compliance, and accountability.

Advisory Services
- Provide strategic advice and guidance to support effective ddecision-makingacross TSS programs and operator oversight
- Build evaluation capacity by delivering tools, guidance, and training on evaluation, monitoring, and performance measurement.
- Support branches in implementing evaluation approaches and reporting on compliance and program outcomes.
Strategic Planning
- Coordinate and track progress on divisional strategic and operational plan priorities
- Lead stakeholder engagement activities, including workshops, surveys, and consultations, to inform planning, reporting, and continuous improvement.
Data Analysis and Reporting
- Provide regular integrated reporting on evaluation activities, program performance, and framework implementation.
- Conduct quantitative and qualitative data analysis to support evaluation, planning, and reporting.
- Develop evaluation reports, summaries, and presentations to communicate findings and support decision-making.

Qualifications
Required:
- University graduation in a related field such as Arts, Science, Education, plus four years related experience; or equivalent as described below. Equivalencies:
- Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.
Assets:
- Certification in performance measurement and/or evaluation is an asset.
- Credentialed Evaluator (CE), certificate in evaluation, or PMP designation is considered an asset.
- Masters Degree in a related field is preferred.
Technical Knowledge & Expertise
- In-depth knowledge of evaluation approaches and methodologies across program and policy contexts.
- Strong understanding of research design, including qualitative and quantitative data collection and analysis methods.
- Experience with outcome measurement, performance reporting, and accountability frameworks.
- Experience applying quantitative and qualitative analysis using tools such as SPSS to support evaluation and reporting.
Skills & Competencies
- Strong project management and organizational skills, with the ability to plan, monitor, and deliver projects aligned with timelines and outcome.
- Knowledge of strategic planning processes, including aligning initiatives with priorities and outcomes.
- Proven ability to engage stakeholders, facilitate discussions, and communicate evaluation findings clearly to diverse audiences.
- Familiarity with Government of Alberta planning and reporting processes is an asset.
