The Ministry Services Division provides enterprise-wide support services for the Department of Energy and ensures alignment with, and adherence to, Government of Alberta–wide policies and direction.
The Professional and Program Services (PPS) Branch provides scientific and technical services to Alberta Energy (and other Departments at times) to facilitate the development of policy and delivery of programs in a strategic and integrated manner across the Government of Alberta. It is the Department of Energy’s nucleus of professional engineers and geologists, mapping expertise and program specialists, which are grouped into four areas: (i) Resource Mapping and Analysis, (ii) Engineering, (iii) Geology, and (iv) Program Services. The task of responding to and delivering upon the Branch’s client needs is managed by an active and comprehensive management structure with the objective of providing technical integrity and expertise, in accordance with the Association of Professional Engineers and Geoscientists of Alberta ('APEGA').

The Professional and Program Services (PPS) Branch, within the Ministry Services Division of the Ministry of Energy and Minerals, is seeking two highly skilled engineering professionals. We are looking for an innovative Engineer, Resource Development & Assessment (RDA) who can deliver critical subsurface technical evaluations, provide expert engineering advice, and support major policy initiatives across Alberta’s resource sectors. We are also recruiting a dedicated Engineer, Facilities and Infrastructure to provide analytical and technical leadership on energy infrastructure, facility assessments, emissions modeling, and technology evaluations that inform key policy and operational decisions.
Engineer, Facilities and Infrastructure
Reporting to the Manager of Engineering, the position is responsible for delivering critical technical inputs (assessments, advice, and opinions) to support Government of Alberta operations and policy development. The position provides technical advice relating to energy and minerals facilities and infrastructure, facility constraints for resource development, energy metrics (including environmental emissions related to energy), upgrading and refining technology assessments and modeling, energy infrastructure assessments, oil sands, petroleum and natural gas process systems, as well as coal, mineral and CCUS projects. The assessments will facilitate the development of policy and delivery of programs with respect to energy resources. The work is done using accepted engineering principles and professional practices and standards. The Engineer will interact with policy and technical staff throughout the department as well as external stakeholders and manage the workflows within teams. This position will have substantial influence in decisions around significant policy initiatives for resource development.

Engineer, Resource Development & Assessment (RDA)
Reporting to the Director of Engineering, the incumbent is responsible for delivering critical technical inputs (assessments, advice, and opinions) to support Government of Alberta operations and policy development. The incumbent provides technical advice relating to subsurface resource development, resource assessments, reservoir modeling, enhanced oil recovery schemes, oil sands, petroleum and natural gas reserves and production, resource development impacts and production behaviour, coal, mineral, and CCUS projects. Both Positions Key Accountabilities:
- Assesses petroleum and natural gas, coal and mineral, CCUS, disposal, renewable and/or alternative energy related projects.
- Review innovative technologies impacting the energy industry.
- Provide technical input on Life Cycle Analysis and the emissions from oil and gas facilities.
- Provide technical input to briefings and working groups on energy infrastructure within Alberta.
- Provides technical input to other business areas to support the decision-making process for operations, program decisions and policy development.
- Prepares and conducts technical presentations.
- Provide technical support to Auditors, Policy, Operations, and Legal.
- Provides resource related technical and economic assessments for Oil sands, coal, minerals, petroleum and natural gas reserves and land use framework related projects requiring an analysis of the values of resources within projects areas. Includes assessment of pore space for disposal and/or CCUS.
- Develop and maintain effective and collaborative relationships with representatives from Alberta Energy and Minerals, other Government of Alberta ministries, and key external stakeholders.
- Tracking and documenting technical and engineering methodologies; the incumbent will be expected to stay current with new technological developments as they occur.
- Working closely with technical, geological and engineering staff in the Professional & Program Services Branch and more broadly within Alberta Energy and Minerals and the Government of Alberta.
- Participates on joint industry/government committees to provide administrative staff with technical opinions related to proposed changes in legislation and policy and to maintain awareness of industry trends and issues.

Qualifications
Minimum University graduation in Engineering, Chemical or Petroleum Engineering, Applied Science, or related field plus five years of directly related experience as an engineer working on bitumen, oil, and natural gas projects in the oil and gas and oil sands industry.
Eligible for membership with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) is also required.
Related experience or education may be considered as an equivalency on a one for one basis
The following will be considered assets:
- Experience in the upstream and/or downstream sector of the oil and gas industry.
- Knowledge of technical and economic assessments related to energy projects, facilities and infrastructure.
- Strong presentation and project management skills
- Knowledge of oil sands, oil and gas recovery methods, and processing.
