Role Responsibilities
Reporting to the Manager of the Emergency Management Unit (EMU), the Health Emergency Planning Analyst supports the department’s readiness to respond to emergencies and to clearly communicate impacts and response actions to internal and external audiences. The role contributes to all phases of emergency planning and policy development and prepares high‑quality materials for senior leadership and cross‑ministry committees.
The Emergency Management Analyst coordinates preparedness and planning activities across the department’s all‑hazards emergency management program. This includes conducting research and jurisdictional scans, preparing briefings and reports, and managing the development, maintenance, and promotion of emergency response and business continuity programs. The role also develops templates, tools, and resources that strengthen departmental readiness, and supports a scalable exercise program that incorporates lessons learned, legislative changes, and emerging best practices.
The incumbent provides emergency management expertise to guide cross‑government initiatives and inform strategic decision‑making. The Emergency Management Analyst offers policy advice to senior leaders, participates in interdepartmental committees on behalf of Primary and Preventative Health Services, and assesses proposals, plans, and agreements to ensure alignment with stakeholder programs and priorities.
Building awareness and capacity is a key component of the role. The incumbent develops training, fosters effective communication pathways, and maintains strong working relationships with partners inside and outside the health sector.
During emergency events, the Emergency Management Analyst is available for after‑hours call‑back, represents the department in provincial coordination activities, provides situational awareness to leadership, and supports response and recovery efforts, including post‑incident debriefing and reporting. The successful candidate understands the connections between government priorities and operational needs and proactively navigates challenges within emergency planning and response processes.

Qualifications
Minimum Recruitment Standards
- University graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below.
- Equivalency: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

Assets
- Certifications in business continuity, risk management, or emergency management
- In-depth knowledge of the provincial health sector
- Experience designing and implementing emergency response programs
- Experience in researching policy and providing policy advice to senior leadership
- Experience coordinating health system response during emergency events
- Degree in Emergency Management, Health Science, or Public Health
