The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.
The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities
Shape the future of emergency management training in Alberta by designing modern, evidence based learning that strengthens the province’s readiness and resilience.
The Emergency Management Education Designer plays a pivotal role in building Alberta’s emergency management capability. Reporting to the Team Lead, EM Education, this position leads the design, development, and continuous improvement of AEMA’s applied training products—ensuring they reflect contemporary instructional design, adult learning principles, and the evolving needs of local authorities and emergency management partners. This role blends curriculum expertise, stakeholder engagement, and strategic program development to advance a high quality, province wide training system. During emergencies, the position also contributes directly to provincial response efforts through assigned roles in the Provincial Emergency Coordination Centre or field deployments.
Key Responsibilities
• Design high quality curricula grounded in clear learning outcomes, relevant legislation, field expertise, and current emergency management research.
• Develop and maintain training materials across classroom, virtual, and online environments, ensuring accessibility and relevance for diverse stakeholders.
• Identify performance gaps and recommend improvements to strengthen the effectiveness and consistency of emergency management training programs.
• Lead and facilitate advisory groups to integrate industry expertise, stakeholder perspectives, and best practices into training development.
• Provide instructional design expertise to support reports, briefing materials, presentations, and other organizational communications.
• Advance internal curriculum processes by formalizing and improving instructional design standards and workflows across programs.
• Support emergency operations by assuming designated roles in the PECC or field deployments during provincial emergencies.
• Operate in alignment with provincial frameworks including the Alberta Emergency Plan, Alberta Incident Management System, and the Emergency Management Act.

Qualifications
Required: University graduation in Education or a related field plus 2 years progressively responsible related experience; or equivalent
Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education
For Example:
Related 1 year certificate PLUS a minimum 5 years of experience
Related 2-year diploma PLUS a minimum 4 years of experience
Related minimum 6 years of experience
The successful candidate MUST also have:
• Strong knowledge of AIMS, AIMPTS, EMTS, and AEMA emergency management procedures.
• Solid understanding of provincial EM legislation, national guidelines, and internal curriculum/service delivery frameworks.
• Demonstrated experience in curriculum design, instructional design, and adult learning principles.
• Ability to develop training aligned with mandated courseware requirements and the provincial incident management framework.
• Experience designing or maintaining training for multi modal delivery (classroom, virtual, online).
• Proven ability to identify training gaps, recommend improvements, and support continuous program enhancement.
• Strong stakeholder engagement skills, including facilitating advisory groups or expert working groups.
• Ability to travel with short notice for extended periods of time (i.e. be deployed to support an incident).
• Ability to work non-standard hours with short notice for extended periods of time (i.e. weekends, evenings, nights, holidays etc. at time of incident).
• Ability to maintain a valid Class 5 Drivers license and a clear driver abstract.
Assets:
• Experience working within provincial emergency management systems or public sector training environments.
• Familiarity with AEMA Training, Certification and Standards processes.
• Background supporting reports, briefings, and presentations with instructional design insights.
• Experience formalizing or improving curriculum development processes at an organizational level.
• Prior involvement in incident management, emergency response, or deployment environments.
