Role Responsibilities
Reporting to the Manager, Training and Development, this position collaborates with instructional designers, Training Advisors, Learning & Development Consultants and subject matter experts to develop highly interactive, engaging, learner-friendly e-Learning resources for staff in the Safe, Fair, and Healthy Workplaces (SFHW) Division.
The position utilizes their expertise in learning technologies and Learning Management Systems (LMS) to create and publish: learning modules, assessments, supporting materials and media for training courses, and set up enrollment rules for various training initiatives, and push training notifications to learners. The position will perform quality assurance testing on training modules (including those developed by other team members), provide LMS technical troubleshooting, and end-user issue resolution.
The e-Learning Specialist works with Training Team and key internal stakeholders to ensure a clear understanding of training needs, design requirements and learner expectations. The position utilizes comprehensive consultation strategies and methods to obtain input from various stakeholders and manage competing stakeholder interests and views in order to successfully develop and design e-Learning resources. The position collaborates with instructional designers and recommends suitable technical options for functional requirements, content, and scenarios presented in the storyboard. The role also performs multi-media editing including audio and video requirements.
The Specialist ensures training and development initiatives are consistent with legislation, operational policies and procedures, best practices, Government of Alberta values and Code of Conduct, and the Government of Alberta communication guidelines and look book.
RESPONSIBILITIES:
- Lead in the design, development, and implementation of e-Learning resources for SFHW staff that comply with adult learning principles and the mandate of Business Integration.
- Provide expertise and technical advice to stakeholders related to e-Learning.
- Perform quality assurance testing on training modules, including those developed by other team members in support of quality control.
- Build collaborative relationships with both internal and external stakeholders.
- Coordinate e-Learning projects and manage, as needed.

Qualifications
University degree in Education, Graphic Design, Curriculum Design, Digital Media, IT or related field supplemented with minimum of four years progressively responsible experience working with educational technologies as well as proven experience with administration of Learning Management Systems including the manipulation of SCORM files from one platform to another.
Equivalency: Directly related experience or education considered on the basis of:
- 1 year of education for one year of experience; or
- 1 year of experience for one year of education.

Knowledge, Skills and Abilities include:
- Expert knowledge and proficiency with a variety of instructional technologies: eLearning content creation software (such as Articulate Storyline, Rise, or Adobe Captivate), Screencasting Technologies (such as Camtasia, Relay, etc.), and Online Webinar tools (such as Adobe Connect, Zoom, WebEx, etc.).
- Demonstrated knowledge and proven experience with HTML5, CSS and JavaScript.
- Demonstrated ability to use Microsoft software, including but not limited to Microsoft Office, PowerPoint, Project and Publisher.
- Good understanding of and experience working with Learning Management Systems (e.g. SharePoint, Moodle, SilkRoad).
- Knowledge of adult education and learning theory, concepts, methodologies, and techniques.
- Knowledge of organizational and workplace learning and development philosophies, concepts, and practices.
- Knowledge of designing curricula and program evaluation.
- Strong knowledge of developing software, tools, and methodologies.
- Proven ability to translate instructional requirements described in a storyboard into an interactive and engaging eLearning course.
- Proven experience testing out tools and technologies and problem solving.
- Proven experience recording and editing audio and video.
- Proven experience working well in a team environment.
- Exceptional attention to detail, excellent time management skills, and ability to meet deadlines.
- Excellent interpersonal, written, and oral communication skills and ability to build effective work relationships.
- Strong creative and business writing skills.
- Understanding of project management principles, methodologies, processes, and best practices.
- Stakeholder engagement, relationship building, consensus building, and interpersonal skills to effectively interact with various stakeholders within the program areas and division.

Notes
There is one full-time permanent position working 36.25 hours per week, Monday to Friday.
Working location is Commerce Place Building, Edmonton.
