The Director, Business Intelligence and System Support is a critical leadership position within the Procurement Secretariat. This individual will provide strategic direction and innovation in business systems, specifically in the areas of Contracting, Procurement, and Supply Management. As a key member of our leadership team, the Director will be responsible for application management, development, and integration, ensuring the business has the data it needs for informed decision-making. This role is pivotal in delivering comprehensive business intelligence solutions that support complex datasets, data architecture, and high-quality reporting.


The Director will oversee a team focused on merging, cleansing, and manipulating data to ensure standardization across the department and provide insights that will drive operational decisions. You will work with senior leadership to identify strategic IT needs, set the long-term roadmap, and ensure business intelligence solutions align with the department's goals.

Role Responsibilities

We are seeking an experienced and dynamic IT Solutions and Business Intelligence Manager to oversee the successful delivery of IT solutions and business intelligence services within our organization. This role involves working closely with cross-functional teams, external partners, and stakeholders to ensure effective delivery and management of IT solutions, business intelligence strategies, and portfolio management while fostering a collaborative work environment. The successful candidate will have strong leadership, project management, and client relationship management skills and will drive continuous improvement in our business processes, ensuring solutions meet departmental and organizational goals.
 

Responsibilities for the position include: 
Delivery of Solutions and Support:

  • Provide management oversight for the successful delivery of IT solutions, working with project teams and stakeholders to meet department requirements.
  • Develop and implement robust management processes to ensure the effective delivery of IT solutions.
  • Stay current with industry best practices, identify opportunities for service improvement, and apply continual process enhancements.
  • Contribute to departmental and organizational initiatives, providing new ideas, resolving issues, and recommending improvements.
  • Lead the development of advanced solutions, leveraging your expertise in CPSM business areas for maximum organizational value.
  • Collaborate with external partners to address system configurations, change management, and escalated issues.
  • Participate in the development and evaluation of RFI/RFPs and contribute to contract negotiations for technology-related contracts.


Delivery of Business Intelligence Solutions and Support:

  • Oversee the delivery of reliable business intelligence solutions, including data visualizations, complex reports, and datasets, ensuring they meet dynamic business requirements.
  • Manage data strategy roadmaps, promote self-sufficiency among users, and respond to new technologies and strategies.
  • Drive innovative approaches to data analysis, reporting, and dissemination, anticipating evolving business needs and policy initiatives.
  • Provide management oversight for data warehousing and business intelligence solutions, ensuring data performance, integrity, governance, and security.
  • Lead the development of insightful data visualizations to inform decision-making and measure program trends.

Portfolio and Project Management:

  • Develop long-term plans and contribute to departmental business planning to align with organizational goals.
  • Maintain a clear portfolio software and data roadmap, ensuring senior leadership understands the long-term vision.
  • Engage with executives and provide regular updates on portfolio progress and priorities.
  • Develop and maintain resource plans, ensuring adequate capacity and availability for projects.
  • Lead cross-functional teams to prioritize strategic initiatives and manage interrelated dependencies across projects.
  • Provide support to project leads, addressing roadblocks and mitigating risks to ensure the successful delivery of projects.


Staff and Resource Management:

  • Mentor and manage professional and management staff, delegating tasks and promoting accountability.
  • Foster a team-oriented environment that encourages collaboration, engagement, and high morale.
  • Provide leadership for team building, recruitment, coaching, performance management, and professional development.
  • Set clear objectives and guide team members toward meeting high-performance goals.


Client Relationship Management:

  • Foster collaboration among cross-functional stakeholders to anticipate business requirements and recommend innovative solutions.
  • Leverage relationships to form consensus among teams, ensuring high-quality solutions and customer satisfaction.
  • Maintain effective communication with business users to gauge satisfaction and refine project objectives.

Qualifications

University graduation in a related field (Computer Science and Computer Engineering) supplemented by seven years of progressively responsible experience.


Related experience or education may be considered as an equivalency on a one for one basis:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


The following experience is required

  • In depth knowledge of information technology and ITIL knowledge.
  • Experience in a leadership role managing complex issues, managing staff to achieve highest potential in delivering systems and support, and working with various cross functional teams and senior leads to deliver results. 
  • Experience leading systems implementation and/or improvement projects. 
  • Demonstrated leadership in areas such as business intelligence, data analysis, data engineering or data governance.
  • Experience in leading progressively larger project activities and participate as a subject matter expert to recommend solutions based on best practices, technical landscape, and business requirements and policies. 
  • Strong leadership skills to manage complex issues and achieve results with various internal and external stakeholders.
  • Experience in business analysis and conducting or facilitating cross-functional group discussions. 
  • Experience with change management and adoption methods. 
  • Experience with contracting, procurement, and supply chain processes. 
  • Strong conflict resolution and negotiation skills to build consensus and form coalitions with cross functional teams. 
  • Proven ability to engage and present to senior leads.
  • Strong communication skills and ability to break down technical terms and complex issues to business users and senior leaders.
