The Digital Design and Delivery (DDD) division leads the design and delivery of next generation digital public services for the Government of Alberta. Using modern, user centred, agile approaches, DDD partners with ministries to deliver services that are simpler, faster, and more impactful for Albertans.

Role Responsibilities

Reporting to the Executive Director, Software Delivery, the Director of Operations provides strategic operational leadership, ensuring consistent governance, portfolio oversight, performance management and business operations.

The primary focus of the role is operations modernization. Secondary focus is portfolio management and performance management, leveraging existing AI tooling and creating new AI tooling where the division needs it. Tertiary focus is supporting the Chief Operating Officer / Assistant Deputy Minister on cross-government enterprise initiatives as required.

The responsibilities of this role include: 

  • Lead operational modernization by designing and implementing AI-augmented routines across reporting, decision capture, communications, and vendor operations.
  • Drive measurable efficiency gains, including cycle-time reduction and increased throughput, by embedding AI tools and optimizing end-to-end delivery processes.
  • Establish and govern a divisional tech-debt remediation portfolio, advancing application rationalization, legacy retirement, and AI-assisted rebuild strategies.
  • Operationalize AI-enabled delivery models, including portfolio intake, capacity allocation, post-go-live support, and continuous enhancement feedback loops.
  • Own the division-wide portfolio view, integrating financial, operational, and delivery performance into unified reporting aligned to Deputy Minister priorities.
  • Lead governance, risk, and decision management, maintaining registers and proactively escalating risks to senior leadership before issues materialize.
  • Deliver executive-ready briefing materials and decision support, translating ADM direction into clear operational actions and tracking outcomes.
  • Strengthen organizational capability through talent development, AI fluency, and change leadership while building a pipeline of future leaders.

  • Proven ability to design and build AI-enabled solutions, with strong judgment in evaluating outputs for accuracy, risk, and operational impact.
  • Exceptional communication skills, producing concise, decision-ready briefings, memos, and executive materials with a clear, plain-language approach.

Qualifications

Requirements:

  • University Degree in a related field (such as Computer Science, Engineering, Business Administrations, Public Administration) plus a minimum of seven (7) years of related progressively responsible experience. See below for equivalencies.
  • Extensive experience managing large-scale portfolios, including dependency management, capacity planning, decision tracking, and performance measurement across concurrent initiatives.
  • Strong strategic and operational planning capability, translating multi-year transformation priorities into clear quarterly execution rhythms and actionable delivery plans.
  • Advanced digital fluency, leveraging generative AI and agentic tooling to enable automation, decision support, and AI-augmented operating routines.
  • A cover letter clearly demonstrating relevant skills and competencies tailored to this position.

 

Equivalencies:

  • A related master’s degree and a minimum of six (6) years of related experience; or
  • A related two-year diploma and a minimum of nine (9) years of related experience.

 

Assets:

  • Experience supporting priorities in fast-paced executive environments.
  • Exposure to cross-government or enterprise initiatives with diverse stakeholders.
  • Hands-on application of AI or automation to improve operational workflows.
  • Strong stakeholder engagement skills in complex or matrixed environments.
