The iGaming team supports the Red Tape Reduction, Audit and Investigations (RTRAI) Division in Service Alberta and Red Tape Reduction through the design and development of legislative and strategic policy frameworks supporting Alberta's online gambling model. The team ensures legislation and policy align with ministry and government priorities. This policy development work impacts multiple ministries, stakeholders and Albertans, with broad social and economic outcomes.
Role Responsibilities
Lead the Future of iGaming Policy in Alberta – Director Opportunity

If you thrive in unchartered territory, are comfortable forging new paths and eager to shape a groundbreaking initiative, we’re looking for a Director to lead the development of Alberta’s iGaming policy, where your expertise in building collaborative working environments, strategic policy development, and stakeholder management will play a pivotal role in shaping the future of this evolving sector.
Reporting to the Executive Director, iGaming Policy you will provide expert policy advice to senior and executive leadership, the Deputy Ministry, and Minister on matters related to the legislative and policy frameworks for online gambling (iGaming) in Alberta.
In this role, you will:
- Guide the development of iGaming policies that align with the government’s vision, ensuring they meet the needs of both the industry and the public.
- Oversee revenue modeling, the development of key regulatory frameworks, and legislative processes that have a direct impact on Alberta’s economy and residents.
- Provide senior government officials with critical analysis and briefing materials, enabling informed decisions on complex issues.
- Build and maintain strong, trusted relationships with internal teams and external stakeholders to achieve mutually beneficial outcomes.
- Prioritize multiple projects with competing deadlines, leveraging your organizational skills to ensure timely and successful delivery.
To be successful in this position you must be able to:
- Employ creativity, political acumen, and innovative approaches to address complex and diverse policy challenges.
- Navigate conflicts arising from potentially unpopular decisions with diplomacy and excellent judgment.
- Balance the ministry and government’s relationships with both internal and external stakeholders, ensuring sensitivities are effectively managed.
- Use your strong leadership skills to influence decisions, directions, and approaches at senior levels across organizations.
- Quickly adapt to shifting priorities and remain comfortable working in ambiguity, recognizing that direction will frequently change.
- Work with branch staff to ensure the development and timely delivery of clear, accurate written materials in support of correspondence with Albertans, briefings, and the legislative process.

As Director, you will need to account for the full range of potential impacts policy will have on all stakeholders within the ecosystem.
- Develop Networks: As Director, you will be required to work across Ministries and with outside agencies to ensure government priorities are reflected across the iGaming ecosystem. This will require building and maintaining positive, open, and collaborative working relationships, even in cases where you have no direct authority over other parties.
- Agility: iGaming is a high-profile and contentious policy area. As Director, you will need to proactively identify and reset priorities to keep pace with this rapidly evolving environment and ensure projects continue to move forward under shifting direction.
- Creative Problem Solving: iGaming is a new policy area and as such, many policies have minimal comparator policies and established practices, requiring creative thinking and an excellent understanding of external legislative and regulatory requirements. As Director, you will need to leverage previous knowledge and experiences to identify new solutions to complex policy.
- Drive for Results: As Director, you must be able to work independently and lead a team to achieve high-quality outputs in a timely fashion that support completion of large, complex initiatives. You must also demonstrate strong attention to detail and accuracy and ensure policy outcomes for Alberta's iGaming model align with broader government priorities.
- Develop Self and Others: As a team leader, you must create and maintain a positive working environment that is conducive to - and supports - personal and career growth goals for both yourself, your individual team members, and the team overall.
Qualifications
University graduation in Public Policy or Administration, Social Sciences, Economics, Law or a related field, supplemented by seven years progressively responsible related experience in policy analysis and development. Master's degree is preferred.
Equivalencies may be considered (one year of related experience for one year of related education).
Preference will be given to candidates who demonstrate the following:
- Experience working in a public service setting or complex business environment. This experience may include working with agencies, boards, and political and senior leaders.
- Experience in the policy and legislative development process.
- Experience drafting cabinet reports.
- Experience in coordinating cross-government initiatives, such as policy, program development and stakeholder engagement sessions.
- Experience effectively leading teams using collaboration, change management and performance management principles.
- Experience using econometric and modeling/forecasting techniques.
