A recovery-oriented system of care is a coordinated network of personalized, community-based services for people at risk of or experiencing addiction and mental health challenges. It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. The vision is for every Albertan to have the opportunity to pursue recovery and live a healthy and productive life. Role Responsibilities
Lead transformation that matters; driving enterprise-wide projects and digital innovation that shape how services are delivered to Albertans. Reporting to the Executive Director, Strategic and Corporate Services, the Director, Strategic Projects and Digital Modernization, provides senior leadership for the ministry’s enterprise project delivery and digital modernization agenda. This role is accountable for advancing coordinated, outcomes-driven initiatives and building and maturing enterprise project and digital delivery capabilities across the ministry and its partners.
The Director leads the Project Management Office (PMO) and Digital Operations and Modernization Unit, ensuring end-to-end delivery of strategic and digital initiatives from concept and planning through implementation and continuous improvement.
Key Responsibilities:
- Lead enterprise project delivery through oversight of the Project Management Office (PMO), ensuring consistent and scalable practices.
- Provide leadership for digital operations and modernization, delivering user-center services across the full lifecycle.
- Align and integrate strategic projects and digital initiatives to support coordinated execution and measurable outcomes.
- Provide strategic advice to executive leadership on project investments, digital risks, and modernization opportunities.
- Lead cross-functional teams and engage stakeholders across ministries, central agencies, and partner organizations.
- Build organizational capacity and lead people, culture, and change to advance modern delivery.
This role operates in a complex, fast-paced environment and requires strong systems thinking, stakeholder engagement, and the ability to deliver enterprise-wide outcomes while managing competing priorities and risks.

Qualifications
A university degree in Business Administration or related field and a minimum of seven (7) years of progressively responsible experience related to the role; or equivalent as described below.
Equivalency: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Related Experience:
- Experience leading complex, cross-functional projects or programs at an enterprise or organizational level, involving multiple stakeholders or partner organizations.
- Experience overseeing or applying project management practices (e.g., PMO, governance, methodologies such as Agile, hybrid, or waterfall) to ensure consistent project delivery.
- Experience supporting the planning, design, and delivery of digital initiatives or services across the lifecycle (e.g., concept, implementation, continuous improvement).
- Experience providing strategic advice or recommendations to senior leadership on complex initiatives, risks, or priorities, and supporting decision-making.
Assets:
- Experience building, enhancing, or maturing project delivery or digital capabilities (e.g., establishing governance frameworks, improving processes, or advancing modernization initiatives).
- Experience working in collaboration with central agencies, IT/digital partners, or in environments requiring alignment with enterprise architecture, privacy, or security standards.
- Experience leading organizational change and fostering a culture of innovation, continuous improvement, or modern delivery approaches.
