The Red Tape Reduction (RTR) branch is the main anchor of the cross-ministry RTR initiative and is responsible for leading the coordination and strategic delivery of the work of reducing red tape across the Government of Alberta (GoA).

The functions of RTR include:

  • Leading coordinated, high impact red tape reduction efforts across the GOA. 
  • Developing policy and operational guidance on the application of red tape reduction principles to regulatory development and modernization.
  • Developing and increasing the capacity of the Red Tape Reduction Team to deliver training to colleagues.
  • Maintaining a framework for counting, monitoring, tracking, and prioritizing the reduction of regulatory requirements across government that is clear and consistent and adheres to the requirements of the Red Tape Reduction Act and Regulation.
  • Facilitating public and stakeholder input to inform the development of responsive red tape reduction solutions.
  • Measuring and communicating performance and impact of the red tape reduction initiative, including regular reporting to the public.

Role Responsibilities

Reporting to the Executive Director, the Director, Strategic Policy ensures effective implementation of the priorities of the Minister of Service Alberta and Red Tape Reduction by providing leadership, advice, and issue resolution to drive red tape reduction initiatives across government. You will work collaboratively with internal and external stakeholders, including government RTR colleagues, in order to assess and demonstrate progress according to both qualitative and quantitative outcomes.

You will lead the ongoing development of RTR policy and performance measures and provide effective training to ensure a cohesive approach across government. You will also lead the development of briefing materials to support the Minister of Service Alberta and Red Tape Reduction and collaborate with Communications and Public Engagement to support the development of key communications products. You will also work closely with the Director, Strategic Engagement and Operations to support effective tracking of Red Tape Reduction initiatives and associated progress.

Your key areas of responsibility include:

  • Leading a coordinated and consistent approach to tracking, driving, measuring and reporting on RTR initiatives across government.  
  • Developing and providing strategic advice and information to the Executive Director to achieve the realization of red tape reduction objectives and mandate priorities.
  • Identifying strategic partnership opportunities, and emerging issues and trends related to the long-term direction, priorities and strategic options.
  • Leading the development of appropriate briefing materials and recommendations for senior department and elected officials—and the Executive Director and Assistant
  • Deputy Minister—on ongoing RTR engagement initiatives and issues.
  • Leading the logistical management of, and development of briefing materials to support, RTR legislation.
  • Applying a critical lens to materials being developed in order to ensure clarity, strategic insights, and content that conveys complex ideas in simple terms.
  • Working effectively across the branch to support operational priorities, applying a solution-oriented approach to challenges.

Qualifications

A university degree in Political Science, Business, Economics, Public or Business Administration or related field, supplemented by 7 years of progressively responsible experience.

Experience leading and managing teams is a requirement.

Experience in the following areas will be considered an asset:

  • Working in a central agency and/or applying systems thinking.
  • Policy development and the government decision-making process.
  • Business plan goals and priorities and annual reporting.
  • Evaluation principles and approaches, and performance measures.

 

Related experience or education may be considered as an equivalency on a one year of education for one year of experience or vice versa.

  • Hours of work: 7.25 hours per day / 36.25 hours per week (Monday – Friday).
