Are you a dynamic, visionary leader with a passion for public service and system-wide impact? The Ministry of Health is seeking a seasoned procurement and systems professional to lead the Strategic Procurement Services Branch within the Procurement and System Optimization Secretariat.


As Director, Procurement Strategic Services you will guide a high-performing team that shapes, oversees, and improves procurement practices across Alberta’s health care system. This role is critical in ensuring that procurement processes are efficient, transparent, and aligned with relevant legislation, policies, and trade agreements, ultimately supporting the delivery of health care to Albertans.

Role Responsibilities

The Ministry of Health is seeking an experienced Director, Procurement Strategic Services. In this executive-level position, you will lead the development, implementation, and modernization of Alberta Health’s procurement policy framework, driving consistent and effective procurement practices across the province’s health care system. This is an opportunity to lead transformative change in procurement policies and systems that directly impact health care delivery for Albertans.

Responsibilities for the position include: 
Policy, Process, and Standards
•    Lead the development, review, and modernization of Alberta Health’s procurement policies, directives, and guidelines.
•    Oversee procurement process optimization, including documentation, consultation, and development of enhanced procedures.
•    Provide expert policy recommendations that align with legislation, trade agreements, and government priorities.
•    Direct the creation and implementation of change management strategies to support modernization and compliance.


Stakeholder Engagement & Training
•    Oversee the Cross-Sector Engagement Program to enhance collaboration and procurement participation across the health sector.
•    Liaise with federal, provincial, and public sector stakeholders to align with national legislation and best practices.
•    Lead development and delivery of procurement training and resource tools.
•    Represent PSOS in ministry, cross-sector, and cross-government working groups.


Reporting and Performance Monitoring
•    Lead cross-sector procurement reporting, including Sole Source Disclosures and trade agreement compliance.
•    Review and implement reporting strategies and approve process enhancements to ensure consistent data quality and insights.
•    Provide executive-level insights and advice based on strategic procurement data.


Systems Modernization
•    Support system modernization initiatives across the health procurement landscape.
•    Collaborate with Health Information Services and Technology and Innovation to integrate business needs into system development.
•    Oversee multiple health care-related technology and sourcing modernization projects.


Leadership and Strategy

•    Provide leadership and direction to the PSOS unit including operational planning, staff development, and performance management.
•    Serve as a strategic advisor to senior leadership on emerging procurement issues and system-wide priorities.
•    Foster an inclusive, innovative, and collaborative team culture.
•    Act as the Executive Director when required.

Qualifications

Minimum Recruitment Standards
University graduation in a field related to business and public administration, supplemented by seven years of progressively responsible experience.


Related experience or education may be considered as an equivalency on a one for one basis:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education. 


The following experience is required
•    7+ years of directly related experience.
•    Several years of progressively responsible management experience.
•    Experience leading and fostering change.
•    Experience planning and completing complex, interconnected program leadership. 
•    Demonstrated ability to develop and maintain collaborative working relationships within the organization, across government, and with stakeholders, including ability to balance needs and interests of these diverse groups.

The following experience is considered as assets:
•    Certification in professional procurement.
•    Supply Chain Management Professional designation.

The following experience will be given preference:
•    Knowledge of relevant legislation, trade agreements, and relevant contract law.
•    Policy and standards development knowledge and experience.
•    Strong consultation and negotiation skills.
•    Exceptional planning and coordination skills.

This is a full-time position working 36.25 hours per week. 


Candidates with lesser qualifications may be considered at a lower classification and salary. This competition may be used to fill future roles at the same or lower classifications.
