Bill 49, the Public Safety and Emergency Services Statutes Amendment Act, 2025 received royal assent in May 2025. The Act is designed to enhance public safety by enabling the creation of a new Independent Agency Police Service (IAPS). The amendments ensure the IAPS functions as an independent policing body with strong accountability enhanced civilian oversight, transparency, and accountability.

To assist in these efforts, a temporary two-year implementation team has been established within the Public Security Division to lead the work to implement the IAPS.

Role Responsibilities

Reporting to the Executive Director, the Director of Policy and Oversight Board Support will direct and oversee the design of the policy and procedural framework to accompany the amendments made to the Police Act, specifically the creation and implementation of a new IAPS.

This Director oversees internal and external stakeholder engagement and leads policy, standard and procedural content development for the new IAPS. It is responsible for the overall policy agenda related to the new agency by providing forward-thinking leadership in the areas of policy development, strategic relationships, and stakeholder management.

In this role you will provide input into politically sensitive government decision making and development of communications about the policy and procedural structure of the IAPS for government audiences, police services and the public. You will also provide strategic support and advice to the Executive Director of the IAPS implementation team, the Chief of the IAPS, and is accountable for ensuring that regulations, standards, and policy governing the IAPS are consistent with the intent of the Police Act and the expectations of Chief, and other stakeholders.

Key responsibilities 
•    Ensure leadership and strategic support in the assessment, development, coordination and delivery of policy, standards and procedural structures for the IAPS.
•    Provide guidance and direction to program advisors, subject matter experts, professionals and technical staff across the applicable areas of government.
•    Lead the development of an overarching engagement and stakeholder management strategy, in collaboration with Communications and Public Engagement, and coordinate its implementation to ensure stakeholder views shape policy recommendations.
•    Direct briefings and advice to inform executive decision-making and development of the IAPS.
•    Unit operations are planned, directed, and evaluated to deliver the unit's mandate and in support of the ministry's strategic and business plans, and government priorities.

Qualifications

A university degree (4 years) in a related field such as Arts, Policy Criminology, Criminal Justice or a related field, plus seven (7) years of progressively responsible experience. Related experience or education may be considered as an equivalency on a one for one basis.

Please note that candidates with a master's degree in a related field, as indicated above, are preferred.

Required:
•    Extensive experience in policy development and engagement design including experience with the Police Act and other relevant legislation.
•    Experience working in a law enforcement environment.
•    Experience preparing cabinet and executive decision materials and familiarity with GoA policy process.
•    Community safety stakeholder engagement and engaging law enforcement leadership.
•    Proven negotiation and facilitation skills to work with stakeholders with varied requirements and agendas and resolve conflicts.

Assets:
•    Familiarity with GoA policies and processes. 
•    Demonstrated level of competence in government engagement and consultation principles and application. 
•    Demonstrated experience engaging with Indigenous communities and culturally diverse groups.
•    High degree of political acumen and awareness of the political sensitivity of police issues to read and navigate sensitive situations and to navigate government decision-making processes.

Travel: < 25% (Some travel within Alberta may be required, thus a valid Class 5 driver’s license is required, a 3-month drivers abstract is an asset)
