A recovery-oriented system of care is a coordinated network of personalized, community-based services for people at risk of or experiencing addiction and mental health challenges. It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. The Ministry has established the Compassionate Intervention Commission, an arms-length, quasi-judicial public body established by the Compassionate Intervention Act. The Commission reports to the Minister of Mental Health and Addiction and operates at arms-length to the Ministry. The Commissioner of the Compassionate Intervention Commission is appointed by the Lieutenant Governor in Council and serves as the Chair of the Commission, managing and leading the operations of the Commission. Role Responsibilities
Are you a strategic leader with a passion for building effective operations in complex public sector environments? The Director, Operations and Training provides strategic leadership and oversight for the day‑to‑day corporate and program delivery operations of the Compassionate Intervention Commission (CIC), a new quasi‑judicial public agency operating at arm’s length from the Ministry of Mental Health and Addiction.
Reporting to the Executive Director, this role is responsible for enabling the Commission to effectively fulfill its adjudicative mandate through strong operational governance, corporate services leadership, and the development and delivery of training for Commission panel members.
- Providing leadership for the Commission’s corporate services and operational functions, including financial management, human resources processes, administrative services, and business planning.
- Interpreting, applying, and advising on the relevance of legislation, regulations, policies, and directives (e.g., APAGA, FAA, APS HR and financial directives) in the context of a quasi‑judicial public agency.
- Leading and overseeing the recruitment, onboarding, and ongoing support of Commission panel members, including coordination with internal and external partners.
- Developing, implementing, and continuously improving training programs and curriculum to ensure panel members are prepared to carry out their adjudicative responsibilities, including understanding legislative frameworks, procedures, and use of technology.
- Managing and mentoring staff, fostering a collaborative and results‑oriented work environment, and supporting performance management and change initiatives.
- Building and maintaining effective working relationships with departmental corporate services, other public agencies, and government partners to ensure alignment, consistency, and operational effectiveness.
- Leading project planning and implementation, including setting priorities, managing resources, monitoring progress, and reporting on outcomes.
- Providing strategic analysis, advice, and recommendations to the Executive Director and Commissioner on complex operational, organizational, and policy‑related issues.
- Supporting the development, monitoring, and reporting of key performance indicators to assess operational effectiveness and support continuous improvement.

Qualifications
A university degree in public administration, business, social sciences, law, or a related field and a minimum of seven (7) years of progressively responsible experience related to the role; or equivalent as described below.
Equivalency: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Required Experience:
- Demonstrated knowledge and application of the Alberta Public Agencies Governance Act (APAGA).
- Demonstrated knowledge of, and experience applying, privacy and information‑sharing legislation, including the Protection of Privacy Act (POPA), Access to Information Act (ATIA), and Health Information Act (HIA).
- Experience leading corporate or operational functions, including consultation, facilitation, negotiation, and change management.
- Experience providing strategic analysis through preparing recommendations, briefing materials, or business documents for senior leaders.
- Leadership experience including supervision, coaching, mentoring, and performance management.
- Experience coordinating or facilitating work with internal or external partners, committees, or working groups.
- Experience with project planning and management.
- Experience analyzing information to identify issues, risks, or options, and contributing to decision making processes.
Assets:
- Experience working within or supporting a quasi‑judicial body, commission, tribunal, or public agency.
- Experience supporting member or panel recruitment and appointment processes.
- Experience developing or monitoring performance measures or KPIs.
- Training or experience in mediation, facilitation, or conflict resolution.
