Role Responsibilities

 

The Ministry of Mental Health and Addiction is looking for a Director, Finance - MHA Entities.

 

Reporting to the Executive Director, Financial Services and Corporate Planning, this role is responsible for establishing and overseeing corporate processes for partner entities, currently Recovery Alberta (RA) and the Canadian Centre of Recovery Excellence (CoRE). RA delivers mental health and addiction services to Albertans, while CoRE conducts system-level evaluation and research to generate evidence that informs data-driven decision-making in support of Albertans experiencing mental health or addiction challenges.

 

The position oversees and coordinates RA’s and CoRE’s three-year fiscal planning, annual budgets, quarterly financial updates, procurement, reporting, and operational functions. RA operates as a provincial health agency and service delivery arm of the ministry, with an operating budget exceeding $1.5 billion, encompassing correctional facilities and community service partnerships.

 

 

Job Responsibilities:

  • Lead the design, implementation, and financial analysis related to the budgeting processes and procedures for CoRE and RA in the Department, ensuring alignment with ministry-wide fiscal implications and strategic priorities.
  • Implement budget policies and directives issued by Treasury Board and Finance (TBF), ensuring effective budgeting, expenditure control and financial monitoring for CoRE and RA operations.
  • Collaborate effectively with stakeholders across Corporate Finance within the Department, and other ministries and entities to deliver high‑quality financial services such as procurement, reporting and operational support.
  • Plan, coordinate and monitor program performance for assigned entities, ensuring alignment with the Government of Alberta’s Fiscal Plan and ministry accountability requirements.
  • Provide direction and insight for financial analysis, briefings and activities, supporting stakeholders to make informed decisions that align with ministry’s priorities.
  • Maintain strong internal controls and uphold prudent business practices, developing and implementing policies and procedures that strengthen ministry accountability and governance.
  • Evaluate and enhance financial planning, procurement, reporting and operational processes, ensuring efficiency, effectiveness and value-added service delivery across all related activities.
  • Provide strategic financial insight and recommendations by continuously assessing existing processes, identifying opportunities for improvement and ensuring financial practices support organizational objectives.

Qualifications

 

Required:

  • A University graduation in a field related to the position assignment, supplemented by five years progressively responsible experience.
  • Related experience or education may be considered as an equivalency on a one for one basis.
  • Management level experience supporting and dealing with executive management concerning strategic, financial operations and policy, accountability, internal audit/internal control and program related issues.

 

 

Assets:

  • Professional accounting designation (CPA) or Project Management Certification (PMP) would be an asset.
  • Knowledge of accounting, financial management and reporting theories and concepts including Generally Accepted Auditing Standards, GAAP and PSAB, as well as applicable GoA and Ministry policies, procedures, guidelines and directives.
  • Knowledge of government strategic and policy directions as they relate to the Ministry's mandate and initiatives.
  • A strong working knowledge of the best practices developed for Government of Alberta (GoA) and used in various ministries so that applicative controls may be considered of use in the Ministry.
  • Knowledge of relevant accounting standards, legislation, regulations and policies, specifically the Financial Administration Act, Sustainable Fiscal Planning and Transparency Act, Government Organization Act, Treasury Board Directives, etc.
  • Knowledge of Government strategic and policy directions as they relate to the Ministry's mandate and initiatives as well as the ministry business plans, programs, deliverables and initiatives and related financial issues.
  • Knowledge of the political environment within which the Ministry operates and the decision-making processes of Government.
