Assisted Living Alberta (ALA) is a new provincial health agency within the Ministry of Seniors, Community and Social Services. With a budget of nearly $4 billion, ALA is responsible for serving as Alberta’s lead provider of continuing care services, including home and community care.

 

Role Responsibilities

Join a dynamic team at SCSS. We are looking for an experienced leader to provide direction for financial analysis and support to the ALA as the Director, Finance – ALA.  

Reporting to the Executive Director of Financial Planning and Analysis, the Director is responsible for overseeing the consolidation of ALA’s budget into the Ministry's consolidated three-year fiscal plan and quarterly fiscal updates to Treasury Board and Finance. The Director is also responsible for overseeing ad hoc projects and linking the funding requirements of ALA's various programs and initiatives to the multi-year fiscal and business planning process of the Government of Alberta (GOA).

Key Responsibilities:

  • Coordinating with ALA to develop and analyze budget processes and procedures for ALA. This includes identifying financial implications for the ministry as a whole. 
  • Developing and communicating annual budget targets for ALA. 
  • Lead financial analysis and consulting services to support ALA's decision-making activities.
  • Work collaboratively with other staff in the Corporate Finance Division, the Ministry, other ministries and ALA to deliver quality financial services including procurement, reporting and operations. 
  • Provide leadership and guidance to Finance staff (3) for the analysis of ALA budget and fiscal update submissions. 
  • Maintain prudent business practices and strong internal controls, and design and implement policies and procedures to improve ministry accountability.
  • Ensure ALA financial processes align with and support key ministry accountability documents.
  • Prepare responses to Ministerial Action Requests and assist in developing other briefing materials related to ALA financial operations as required.
  • Oversee ad hoc projects related to financial management and planning.

Qualifications

  • A professional accounting designation – Canadian Chartered Professional Accountant (CPA).
  • University graduation in accounting, finance, business, or a related discipline complemented by at least five years of progressively responsible financial management experience, preferably in a public sector setting.

  • Demonstrate exceptional writing, verbal, and interpersonal communication skills.
  • Exhibit proven project management capabilities with the ability to juggle multiple priorities in a fast-paced environment.

  • Excel in leading teams, communicating complex information to a diverse audience, and building respectful, trust-based relationships with stakeholders.
