The Ministry of Assisted Living and Social Services (ALSS) leads housing, assisted living and continuing care, seniors, income, employment and homelessness supports, disability services, and other social-based programs. The Continuing Care Branch is responsible for the development of provincial strategic policy for home care and continuing care homes. This includes providing Albertans with the health, personal care and accommodation services they need to support their health and independence. The Director reports to the Executive Director of the Continuing Care Branch.

Role Responsibilities
Reporting to the Executive Director of the Continuing Care Branch, this position focuses on continuing care homes and provides strategic leadership for policy, legislation, and system improvement initiatives within this sector.
Our Director, Continuing Care Home Policy oversees two teams of professional staff responsible for developing and implementing legislation, strategic policy, and provincial operating standards, as well as associated performance monitoring frameworks. All work is driven by a commitment to quality improvement, system sustainability, and alignment with government priorities.
In this role, you will operate in a complex and evolving environment, requiring the ability to lead high-impact initiatives, navigate competing priorities, and provide strategic advice on sensitive and high-profile issues.
As the Director, you will action the following tasks as a part of your role:
- Lead the development of client- and family-focused legislation, operating standards, and policies for continuing care homes, including all stages of the policy cycle from research and engagement to implementation and evaluation.
- Oversee the preparation of policy materials for decision-makers, including briefing notes, policy papers, and legislative documents.
- Collaborate with Assisted Living Alberta and sector partners to support the development and implementation of legislative and regulatory changes.
- Provide strategic advice and represent the Ministry in meetings, briefings, and committees with senior officials and stakeholders.
- Communicate Ministry priorities and expectations through formal and informal governance structures to support aligned planning and decision-making.
- Monitor system performance and improvement initiatives using available data and stakeholder input, and provide recommendations for adjustments.
- Support partners and operators by providing guidance on key areas such as capacity planning, funding approaches, and system improvements.
- Coordinate and align multiple initiatives to maximize impact and support system-wide improvements.
- Promote best practices in change management and continuous improvement, including the use of benchmarks and performance targets.
- Ensure data and information systems inform decision-making and contribute to the evolution of policies and standards.
- Lead and support the business unit in achieving departmental priorities and outcomes.
- Provide leadership, coaching, and mentorship to managers and staff to support development and performance.
- Strengthen governance and collaboration by supporting effective committees and cross-sector partnerships

- Expertise in leading multidisciplinary teams and a strong understanding of health and social care systems,
- Expertise in managing complex issues,
- Ability to lead a team in a collaborative and integrated approach to achieving goals,
- Deep understanding of provincial government and regional health authority structure and decision-making, legislative frameworks, accountability processes and policy development mechanisms, and
- Strong interpersonal and communication skills to build and maintain effective relationships with key partners.

Qualifications
Required:
University graduation (4 years) in a field related to the position such as Health Administration, Gerontology, Social Care, etc., supplemented by seven (7) years progressively responsible experience in the related fields.
Related experience or education may be considered as an equivalency on a one for one basis.
