The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans.
Our main responsibilities are:
- Funding supports for municipalities.
- A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment.
- Protections for new home buyers and required licensing for home builders.
- Province-wide support for access to public library services for Albertans.
- Management of about 2.6 million acres of public land in the province's three Special Areas.
- Independent review and decisions on local matters by the Land and Property Rights Tribunal.

Role Responsibilities
We are seeking a strategic, collaborative, results-driven leader to guide program and policy development, systems innovation, and program evaluation for Alberta’s municipal grant programs. Reporting to the Executive Director of the Grants and Education Property Tax Branch, you will oversee three high-performing teams—Policy and Analysis, Municipal Grant Operations, and Evaluation and Reporting—ensuring our programs are effective efficient, and accountable.
Key Responsibilities
Policy and Analysis
- Lead the development of expert advice and analysis on grant policy and program development within the department and across government.
- Guide the modeling, assessment, communication of impacts of policy options on stakeholders in clear and actionable ways, as well as supporting decision making on these options.
- Lead engagements with stakeholders to support program and policy development.
- Lead and support negotiations with the federal government for federal/provincial grant programs.
Municipal Grant Operations
- Ensure collaboration with program administration areas to develop IT system requirements.
- Guide work with system vendors and program administration areas in the design, development, testing, and implementation of systems that enable program delivery.
- Guide and plan ongoing system enhancements, ensuring systems remain responsive to program and stakeholder needs.
Evaluation and Reporting
- Lead the development of program evaluation and performance reporting to help ensure program accountability and reporting obligations for federal grant programs.
- Lead program evaluations in alignment with the department’s Program Evaluation Framework, ensuring services are effective, efficient, and outcome-focused.
- Facilitate visioning processes to align teams with branch strategic goals and objectives.
- Develop and oversee strategic program reporting to showcase outcomes and achievements to Albertans, senior leadership, and decision-makers.
Corporate Information and Support
- Collaborate with Finance, and Technical, and Corporate Services to support the branch’s input into budgets, business plans, and annual reports.
- Coordinate with ministry and Technology & Innovation partners to support IT system prioritization.
- Maintain and update the Branch Strategic Plan in collaboration with branch leadership.

Qualifications
Requirements:
- University graduation in a related field such as Business, Economics, Management, Political Science, Public Policy, Public Administration, Law, Geography.
- 7 years of related experience in program development, policy development and program evaluation.
Equivalencies: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education
